1. Background
PETCO Ethiopia is a registered non-governmental organization dedicated to promoting sustainable development through circular economy practices, green job creation, and the economic empowerment of women and youth. Operating at the intersection of environmental sustainability and socio-economic development, the organization implements targeted initiatives aimed at mitigating environmental degradation, improving local livelihoods, and enhancing the economic resilience of vulnerable urban communities.
In partnership with its strategic allies, PETCO Ethiopia is currently executing the Mabqat Program. This program focuses on enhancing the technical and production capacity of small and medium enterprises (SMEs) to create dignified and fulfilling jobs for youth, women, and disadvantaged groups. Acknowledging that inadequate, secure, and appropriate working space is one of the greatest barriers hindering SME productivity, compliance, and growth, the program plans to develop manufacturing sheds. By addressing this operational challenge and providing enterprises with the formal environment necessary for scaling, PETCO Ethiopia aims to construct these sheds to elevate the production capabilities of both newly established and existing SMEs in its target implementation areas.
2. Project Scope & Contractor Responsibilities
PETCO Ethiopia invites sealed bids from eligible Building Contractors for the design, fabrication, supply, installation, and full estimation of pre-engineered steel structure manufacturing sheds.
Expected Unit Specifications: Each individual manufacturing shade unit is expected to have a standard base area of 100m².
Bidders must calculate all physical allocations, material requirements, framing configurations, and financial estimates utilizing this unit dimension as the structural benchmark across all planned locations.
CRITICAL REQUIREMENT ON BOQ PREPARATION:
bidders are completely responsible for preparing and compiling their own comprehensive Bills of Quantities (BOQs). All structural estimations must be calculated based on the 100m² unit footprint, physical site assessments, and local regional factors. Bids submitted without customized BOQs will be disqualified.
The comprehensive engineering scope includes:
Substructure Works:
Excavation, structural backfilling, compaction, and concrete foundation placement adapted for a 100m² footprint.
Superstructure Works:
Pre-engineered steel truss/portal frame fabrication, robust roof cladding, side sheeting, and structural assembly.
Finishing & Utilities:
Integrated structural masonry, internal floor rendering, basic sanitary fixtures, and primary electrical distribution installations.
Technical Adherence:
All fabrication and construction works must strictly comply with the Ethiopian Ministry of Construction Standard Technical Specifications.
3. Cluster Distribution & Site Visit Facilitation Offices
The manufacturing sheds are planned across four key regional clusters. The regional offices listed below are strictly authorized to facilitate physical site visits, delineate boundary coordinates, and manage local stakeholder coordination. Please note that these regional offices will NOT accept any physical bid documents.

4. Eligibility Criteria
Bidders must submit verified, well-organized legal and technical documentation within a separate envelope. Failure to fulfill any of the following mandatory minimum requirements will result in immediate disqualification without technical evaluation:
Legal Licensing:
A valid, active Trade License renewed specifically for the current Ethiopian Fiscal Year 2018 (2025/2026 GC) authorizing operations in building and structural construction.
Fiscal Registration:
A valid Tax Clearance Certificate issued by the Ministry of Revenues confirming tax compliance up to the current bidding period, alongside a valid VAT Registration Certificate and Taxpayer Identification Number (TIN).
Professional Competency:
A valid Certificate of Professional Competency issued by the Ministry of Urban Development and Construction (MoUDC) or an equivalent relevant regional bureau, certifying the contractor under categories eligible to execute industrial shed or portal frame infrastructure works.
Corporate Experience:
Verifiable corporate capability demonstrating a minimum of five (5) years of active, specific experience in the design, engineering fabrication, supply, and structural assembly of steel portal frames, structural trusses, or heavy industrial manufacturing sheds. Bidders must append certificates of successful completion or active contracts for similar projects executed within Ethiopia.
5. Pre-Bid Meeting & Site Visits
Schedule & Local Coordination:
The pre-bid orientation and local project briefings are scheduled for
June 14, 2026, at 10:00 AM local time
at the designated land parcels mapped for construction in the respective cities.
Office Mandate:
Prospective contractors must actively coordinate with the designated regional Site Visit Facilitation Offices (listed in Section 3) to clarify boundary margins and access land plots. Because contractors must formulate their own BOQs customized for a
100m² layout
, field inspections are mandatory to ensure pricing aligns with physical site reality.

Bid Submission Deadline: June 19, 2026, at 11:00 PM local time.
The automated Telegram reception portal will close precisely at the deadline. Late entries will be completely rejected.
Bid Security & Bond:
Bidders must scan and include a valid Bid Security of
ETB 30,000
in the form of a CPO or unconditional Bank Guarantee valid for 28 days beyond the standard bid validity period. Original physical CPOs will be required only from shortlisted candidates during final evaluation.
Bid Opening Protocol:
