Request for Expression of Interest (EoI): Development of a Training of Trainers (ToT) Manual on Conflict-Sensitive Communication and Inclusive Dialogue Facilitation Skills, and Delivery of the Training for Youth-Led Leaders, Civic Actors, and Relevant Government Representatives

Project Background
DFA is implementing a project titled “
Youth-Led Dialogue for Sustainable Peace and Social Cohesion in the Benishangul-Gumuz Region
.” The project seeks to reduce tensions, strengthen social cohesion, and promote long-term stability in the region. The project’s expected outcome is
enhanced capacity of youth-led organizations and civic actors to facilitate inclusive and sustainable dialogues with communities and local authorities
, fostering trust, reducing ethnic or social tensions, and enhancing local accountability across the region. One of the key activities under this project is the delivery of a three-day capacity-building, Training of Trainers (ToT) on conflict-sensitive communication and inclusive dialogue facilitation skills for youth leaders, civic actors, and relevant government representatives, including women and marginalized groups.
Objective
The overall objective of the consultancy is to develop a practical and contextually tailored ToT manual on conflict-sensitive communication and inclusive dialogue facilitation, and to deliver the training for selected participants based on the developed material.
Scope of the Work
DFA is seeking to hire an experienced individual consultant to undertake the following key tasks:
Develop a contextually tailored, user-friendly, and practice-oriented ToT manual on conflict-sensitive communication and inclusive dialogue facilitation skills (in English) in consultation with DFA’s staff, stakeholders, and partner organizations.
Integrate principles of non-violent communication, conflict sensitivity, inclusivity and trauma sensitivity into the manual and training material.
Ensure that comments forwarded from DFA staff and partner organisations during the review process are well incorporated into enhancing the quality of the ToT manual.
Translate the ToT manual from English into Amharic, ensuring the translation is grammatically correct, culturally appropriate, and contextually relevant.
Plan, organize, and facilitate a participatory and inter-active three-day ToT session on conflict-sensitive communication and inclusive dialogue facilitation skills for youth leaders, civic actors, and relevant government representatives.
Strengthen participant’s facilitation, communication, and engagement skills. And equip participants with capacities and resources to replicate and cascade the training within their contexts, including communities or institutions.
Prepare a PowerPoint presentation and other materials (including agenda, concept note, and pre- and post-training evaluation tools) and deliver the training in a practical manner using real-world scenarios and participatory methods and adult learning strategies.
Produce and submit a consolidated event report, along with pre- and post-training evaluation and trainers' feedback reports.
Key Deliverables
Inception report and detailed work plan, including timeline and responsibilities, for the consultancy assignment.
ToT manual on conflict-sensitive communication and inclusive dialogue facilitation skills (English version).
Amharic translated ToT manual.
Training agenda and facilitation materials, including PowerPoint presentations, concept note, participant handouts, case studies, and pre- and post-training evaluation tools.
Facilitation and delivery of three-day ToT training for targeted participants.
Pre- and post-training assessments and participants’ feedback reports.
Comprehensive event report covering activities, methods used, outcomes, lessons learned, and recommendations for future improvement.
Qualifications and Experience
Advanced educational background in Political Science, Peace and Security Studies, Social Sciences, Sociology, Communications or related fields, with a minimum qualification of a Master’s degree (MA) or higher.
Demonstrated experience (not less than 5 years) in providing consultancy services to CSOs, particularly in the development of training materials and ToT programmes on peacebuilding and social cohesion.
Strong expertise in inclusive and safe dialogue facilitation, non-violent communication skills, and conflict-sensitive engagement approaches.
Proven experience in adult learning, participatory methodologies, and youth engagement
Proven track record in translating educational, training, or technical materials from English into Amharic with high accuracy, contextual appropriateness, and cultural sensitivity.
Strong understanding of the local context, socio-political dynamics, and peacebuilding challenges within the Benishangul-Gumuz Region.
Excellent facilitation, presentation, and interpersonal skills, and reporting with the ability to effectively engage diverse stakeholders and participants, including youth, civic actors, and government representatives.
Demonstrated ability to work both independently and collaboratively with individuals and institutions from diverse cultural, social, and professional backgrounds.
Flexibility and willingness to deliver the training in accordance with DFA’s schedule, priorities, and operational convenience.
Fluency in both English and Amharic, with excellent written and spoken communication skills in both languages.
Duration of the Engagement
This consultancy assignment is expected to take approximately 30 days, with a tentative commencement date of June 22, 2026. The training will be delivered in Assosa, BGR.
