The Role
The
Tailings Storage Facility (TSF) Engineer
is a highly skilled engineering professional responsible for the safe design, construction oversight, risk management, and long-term structural integrity of the mine's Tailings Storage Facility (TSF) and associated water retention dams. The role focuses on geotechnical engineering, civil engineering design, operational support, technical analysis, regulatory compliance, and governance. The TSF Engineer reports directly to the
Group Tailings Manager
and works closely with site operations, the Engineer of Record (EoR), and regulatory authorities to ensure safe and compliant TSF operations.
Key Responsibilities
1. Geotechnical and Structural Integrity Management
Monitor and analyze data from piezometers, dam displacement monitoring systems, and other instrumentation to detect early signs of instability or potential failure.
Evaluate seepage performance and manage seepage collection systems to maintain the phreatic surface within engineered safety limits.
Perform slope stability, seepage, and liquefaction analyses under normal, extreme weather, and seismic conditions.
Participate in geotechnical investigations and monitoring programs, including drilling, inclinometer installation, piezometer monitoring, and seepage assessments.
Ensure all monitoring systems operate in accordance with design specifications.
2. Construction Oversight and Quality Assurance (QA/QC)
Supervise periodic embankment raises to ensure construction complies with approved engineering designs and specifications.
Verify that construction materials, including rockfill, clay cores, filters, and geotextiles, meet compaction, permeability, and quality requirements.
Manage contractors undertaking earthworks and civil construction activities, ensuring compliance with project scope, safety standards, quality requirements, budgets, and schedules.
3. Water Balance and Deposition Planning
Develop and update deposition strategies that optimize beach development and maintain safe pond locations away from embankment walls.
Manage predictive TSF water balance models, including rainfall, slurry inflows, decant returns, seepage, evaporation, and storage capacity.
Ensure sufficient freeboard is maintained to prevent overtopping during extreme rainfall events.
Maximize water recovery through efficient operation of the decant system and return water infrastructure.
4. Governance and Regulatory Compliance
Serve as the primary site liaison with the external Engineer of Record (EoR) and Independent Tailings Review Board.
Ensure compliance with the Global Industry Standard on Tailings Management (GISTM), company Tailings Management Framework, and applicable regulatory requirements.
Prepare statutory reports, technical documentation, annual inspections, audit responses, and regulatory submissions.
Maintain complete and accurate TSF engineering, construction, monitoring, and regulatory documentation.
5. Dam Safety
Ensure all tailings and water dams are operated in accordance with approved engineering designs and operational procedures.
Maintain dam stability under all loading conditions, including seismic events.
Control the phreatic surface using proactive water management and real-time monitoring.
Eliminate overtopping risks by maintaining the required operational freeboard.
Participate in preparing and maintaining the Operation, Maintenance and Surveillance Manual (OMSM).
Develop, implement, and continuously update the Trigger Action Response Plan (TARP).
Participate in preparing and maintaining the TSF Emergency Preparedness and Response Plan (EPRP).
Coordinate and participate in regular emergency response drills.
6. Productivity
Maximize water recovery to reduce freshwater consumption and operating costs.
Develop short- and long-term deposition plans that maximize storage efficiency and extend TSF life.
Deliver embankment raise projects safely, on schedule, and within budget.
Schedule preventative maintenance for pipelines, pumps, liners, and associated infrastructure.
Review daily operational logs and weekly inspection reports prepared by the TSF Foreman.
Provide ongoing technical support and guidance to operational teams.
7. Compliance
Ensure full compliance with the Allied Tailings Management Framework and Tailings Management System.
Achieve and maintain alignment with the Global Industry Standard on Tailings Management (GISTM).
Ensure compliance with applicable Ethiopian environmental and mining legislation, including Mining Operations Proclamation No. 678/2010.
Maintain audit-ready QA/QC records and engineering documentation.
Coordinate quarterly and annual engineering reviews with the Engineer of Record.
8. Team Development
Translate complex geotechnical and engineering information into practical operational procedures for the TSF Foreman and Operators.
Deliver regular technical training on deposition management, instrumentation, dam monitoring, and liner protection.
Mentor graduate and junior engineers to build internal technical capability.
Foster a proactive safety culture that encourages reporting and timely response to geotechnical concerns.
9. Financial and Commercial
Support cost optimization initiatives while maintaining engineering integrity and operational safety.
Assist in budget preparation, contractor cost management, and project expenditure control.
10. Leadership and Management

Qualifications
Education
Bachelor’s or master’s degree in civil engineering, Geotechnical Engineering, Mining Engineering, or a related discipline.
Professional Engineer registration (P.Eng., Pr.Eng., CEng, or equivalent), or eligibility for professional registration, is highly desirable.
Experience
Minimum of
3–7 years
of experience in tailings management, earth dams, geotechnical engineering, or heavy civil infrastructure projects.
Knowledge
Tailings Storage Facility engineering principles and best practices.
Geotechnical engineering and dam safety management.
Project and contract management.
Financial and cost management.
International Tailings Standards (GISTM) and the International Cyanide Management Code (ICMC).
Skills
Proficiency in geotechnical and hydraulic modelling software, including GeoStudio (Slope/W and Seep/W), Rocscience, AutoCAD, and GoldSim or equivalent water balance modelling software.
Strong analytical and engineering problem-solving skills.
Excellent report writing and technical communication skills.
Ability to work accurately under pressure while meeting tight deadlines.
Strong command of written and spoken English; Amharic language skills are an added advantage.
