Role description
Specific Duties and Responsibilities:
The Position Holder is responsible for managing the day-to-day operations of the department, overseeing the processing of licenses and registrations for market intermediaries. And also ensures compliance with regulatory standards and provides coaching and managing to the team of senior and junior officers within the Department.
Manage the end-to-end licensing and registration process for market intermediaries, including receiving, reviewing, and processing applications
Thoroughly review licensing and registration applications, verifying the completeness accuracy and compliance with regulatory requirements of submitted documents
Maintain accurate, complete, and up-to-date and organized records of all licensing and registration applications, approvals, and related documents
Liaise with applicants to request additional information or clarifications, and communicate licensing and registration decisions effectively
Collaborate with internal and external stakeholders, including legal teams, regulators, and applicants, to facilitate the licensing and registration process
Apply established evaluation criteria to assess the suitability and credibility of applicants for licenses and registration
Conduct due diligence on applicants to ensure financial soundness, governance adequacy, integrity, and capacity to operate in the capital markets
Prepare clear, well-documented technical recommendations for licensing and registration approvals or rejections.
Generate periodic and ad hoc reports on the status of licensing and registration applications, providing updates to management and external stakeholder bodies
Ensure that the licensing and registration process follows established policies, guidelines, and regulatory frameworks
Manage timelines for application reviews, approvals, and communication to meet regulatory and authority requirements
Contributing to the development, review, and improvement of licensing policies, guidelines, and regulatory frameworks.
Supporting implementation of best practices in licensing and registration.
Qualification Requirements
Bachelor's Degree or above in Law, Economics, Management, Accounting and Finance, Banking & Finance, Business Administration, or a field related to the Job function from an Accredited or recognized learning institution.
6 years of relevant working experience

What We Do
Ethiopian Capital Market Authority is established by Capital Market Proclamation No 1248/2021 as an autonomous Federal Regulatory Authority. One of the major objectives of ECMA is to ensure the existence of a capital market environment in which securities can be issued and traded in an orderly, fair, and efficient manner. ECMA, as a regulatory authority, grants licenses to any person to operate as a security exchange, derivative exchange, security depository and clearing company, capital market service provider, over-the-counter trading facility, or any other activity deemed by ECMA as a regulated activity under its jurisdiction. ECMA regulates and oversees trading in primary and secondary markets of securities, the use of electronic trading platforms that deal with securities and gives recognition and oversees the activities of self-regulatory organizations.
