Currently, MSF-Holland operates in four projects in Ethiopia: Amhara Neglected Diseases and Emergency, Tigray Primary Health Care, Kule South Sudan Refugees, and Somali Region Mobile Health.
Main Purpose/Job Summary: -
Defining, coordinating and monitoring the medical activities under his/her responsibility according to
MSF
protocols, standards and procedures in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition of the target population
General Accountabilities:
· Coordinating, assessing and supervising the proper functioning of the medical activities (HIV, TB STIs, SGBV, etc.), according to
MSF
protocols, standards and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions.
· Participating in the definition of annual planning and budget for the project and in the follow up of the programs / project. Supervising and ensuring that medical activities objectives under his/her responsibility are achieved, reporting to the technical referent any problem arising in the service
· Checking all administrative procedures related to patients’ follow-up (individual card filling, registers, paper exit, discharge, transfers ...) are carried out correctly and according to
MSF
procedures.
· Ensuring an efficient pharmacy management and monitoring the rational use of them. In coordination with the project biomedical service supervising the appropriate use of medical devices and anticipating future needs. Preparing the medical orders needed to implement the medical activities under his/her responsibility, and identifying and reporting to the line manager, non-medical support needs (material, infrastructure, transport, etc.)
· Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves ...). Participating in shifts and replaces a doctor, if necessary
· Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff under his/her responsibility in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required
· Participating in the monthly reports according to guidelines (i.e. SitReps, medical statistical reports, etc.)
Job Accountabilities – Field Focus
The MSF Amhara Project was established 23 years ago to provide Kala‑azar (KA) treatment for migrant farm workers in the KA‑endemic western Amhara region. In response to the high burden of snakebite among the same population, MSF later expanded services to include snakebite management, establishing the project as a specialized NTD treatment facility in addition to response to several emergency interventions across the Region
MSF has also contributed to national KA guidelines through operational research.
More recently, MSF adopted a strategy to decentralize KA and snakebite services to Regional Health Bureau (RHB) facilities, including Abra‑Hajira, Metema, and Humera, though insecurity repeatedly delayed implementation. The recent reopening of Humera has created an opportunity to initiate decentralization at Setit‑Walkayit Humera Hospital, a strategic partner given that a large proportion of MSF patients originate from its catchment locations.
The decentralization from MSFs’ current Medregenet facility aims to strengthen Humera Hospital’s capacity to manage KA and snakebite services through support with diagnostic and treatment supplies, capacity building to improve quality of care, food support for KA and SB patients, and infection prevention and control (IPC), using a core management model. This approach seeks to improve access to care while ensuring effective transfer of skills to RHB medical staff
The decentralization aims to strengthen Humera Hospital’s capacity to manage KA and snakebite services through support with diagnostic and treatment supplies, capacity building to improve quality of care, food support for KA and SB patients, and infection prevention and control (IPC), using a core management model. This approach seeks to improve access to care while ensuring effective transfer of skills to RHB medical staff Support the PMR on delegated tasks according to project needs
Location: Humera Hospital (with support to other decentralization sites as needed)
Support the PMR/MTL in implementing the KA and SB decentralization strategy and any other agreed medical priorities at Humera Hospital and additional decentralization sites.
Proactively identify medical needs, gaps, and risks within MSF‑supported departments and other relevant hospital services, and report these in a timely manner to the PMR/MTL.
Support the PMR in the compilation of the decentralization Monthly Medical Report .
Support project surveillance activities, including routine data collection and monitoring of outbreak‑prone diseases in the Humera catchment areas.
Ensure the accuracy, validity, and completeness of medical data collected from MSF‑supported departments.
In collaboration with the project pharmacist and the PMR, preparre and follow‑up of the Total Stock Report (TSR).
Ensure appropriate, accountable, and rational management of drugs and medical supplies across all supported sites.
Lead the implementation and monitoring of Quality of Care initiatives, including the tracking and follow‑up of improvement plans.
Actively participate in the appropriate implementation and maintenance of Infection Prevention and Control (IPC) protocols in all supported locations.
Represent MSF in external technical and coordination meetings in line with MSF principles and positioning.
Routinely participate in medical cluster meetings, as well as ad hoc coordination and technical engagements.
Organize and deliver medical‑related trainings for MSF and RHB staff based on identified needs.
Provide temporary gap‑filling support for other medical management roles, as required and according to medical profile.
The implementation model for the MSF ativities in Humera hospital is Co-Management and targeted supportr in other supported sites with RHB, so respectful and inclusive communication skills are essential for successful implementation of the program. In relation to the Dep PMR position, the core responsibilities are following:
Regular contact with the Hospital Management (incl. departmental managers/supervisors)
Participation in steering-committee meetings between RHB and MSF
Participate in departmental meetings
Follow up on action and implementation plans in collaboration with RHB and MSF managers
Ensure respectful communication with RHB and support medical managers in this where needed
Ensure that MoUs and Co-Management strategies are followed and adhered to
Emergency Response:
Assessment and Intervention
On receiving alert, liaise with team to gather necessary information to understand and confirm the emergency, and ensure feedback from team for response.
Assist the MTL in planning - project emergency preparedness planning (including MCP), preparing and conducting the initial MSF’s response for an outbreak.
Lead the assessment team when needed. Ensure MSF standard tools are used for all assessments. Prepare the assessment report, trip report, with recommendations for further action in a timely manner.
Participate in epidemiological surveillance & collection of line lists for epidemic prone disease (meningitis, measles, cholera) cases in close contact with Tigray Regional Health Bureau (RHB).
Along with the team, assess the crisis, identify the needs for various resources (HR, logistics) to support planning.
Participate in security analysis of context of outbreak areas.
Support the MTL in assessing the RHB’s response capacity in each scenario of medical emergencies and quickly adapt where gaps are identified or recommended.
Together with MTL, monitor and collect relevant information on:
Regional trends of outbreaks of epidemic and non-epidemic illnesses
Food security problems with consecutive nutritional crisis
Water shortage issues and challenges due to climate change
Population displacement due to conflict or natural/man-made disasters
Needs analysis and actor mapping

Requirements:-
Education
Medical Doctor Degree. A master in Public Health is desirable
Experience
At least two (2) years’ experiences in NTD clinical management, with additional experience in a minimum of two of the following domains: MCH, Mental Health, OT, or Surgery.
Experience with RHB co-management desirable.
Languages
Essential, mission language; local working language would be an asset.
Knowledge
Diverse and strong health knowledge including at least 2 years working in humanitarian settings with MSF (or another humanitarian organization) in the field.
