Position Overview:
The Human Resource Manager (HRM) provides strategic and operational leadership for all human resource functions at Hope Walks Ethiopia. The role manages recruitment, onboarding, performance management, talent management, staff retention, employee benefits, and contract administration while ensuring compliance with labor laws, organizational policies, and values.
The HRM advises leadership on HR strategies and people-related risks and supports initiatives that strengthen employee performance, engagement, motivation, and organizational effectiveness across the country program.
Key Responsibilities:
1. Strategic and Operational HR
Collaborate with Global HR to adapt international policies, values, and manuals into a practical, localized handbook that fits a country team while remaining compliant with Ethiopian labor law
Serve as a member of the program’s Senior Leadership Team.
Consult with Senior Leadership Team members on issues related to the utilization of human resources to achieve organizational objectives.
Coach people managers in effective techniques and strategies for handling a variety of staff relations situations.
Identify and manage HR-related risks to support informed management decision making.
Support organizational development and change management initiatives within Hope Walks Ethiopia.
Monitor the effectiveness of HR programs and provide data-driven insights.
Manage the employee personnel file in a professional manner and ensure confidentiality.
2. Talent Acquisition, Onboarding, and Internal Mobility
Coordinate and drive a timely, organized, and comprehensive staff recruitment and selection process, including advertising, short-listing, scheduling tests/interviews, and conducting reference checks.
Lead the orientation process for new hires, ensuring core policy documents are signed and properly filed.
Monitor probation periods, employment contract expiry dates, and acting periods, reminding line managers to take prompt action.
Handle internal movements, promotions, or contract variations cleanly and transparently to maintain trust across the office.
Prepare and submit recruitment tracking reports alongside monthly narrative and statistical HR reports
3. Performance Management
Support managers and staff through routine performance review cycles and ensure regular feedback.
Proactively respond to and manage performance counseling, staff grievances, and disciplinary issues, focusing on building manager competency and ensuring proper documentation at all stages.
Lead the process of enhancing team performance and work culture through conflict management, staff motivation, coaching, and dealing with difficult people.
Act as an impartial mediator in disciplinary procedures to ensure they are administered in an equitable and fair manner, complying with all legal regulations and Hope Walks policies.
Ensure a safe office environment where staff feel secure sharing their concerns.
4. Compensation and Benefits
Advocate and support staff wellness initiatives by advising employees and managers on annual leave planning and monitoring leave utilization to ensure employees take their leave entitlements appropriately and in a timely manner.
Collaborate with Finance to process monthly payroll accurately, updating changes for new hires and terminations.
Ensure that staff compensation practices and payroll processes strictly comply with Ethiopian labor law and organizational policy.
Manage staff compensation practices and analyze remuneration data to ensure Hope Walks Ethiopia provides fair salaries based on local labor market data.
Manage the country program’s staff benefit programs (including medical/life insurance, GPA, and pensions), ensuring enrollment is accurate, consistent, and cost-effective.
Follow up on workplace accidents and facilitate timely insurance claim processes.
Provide necessary records for audits and follow up on payroll risk mitigation plans.

Required Qualifications & Experience:
A Master’s or bachelor’s degree in human resource management or a related field or an equivalent combination of education and experience is required.
Minimum of five (5) years previous experience in a similar role with an international NGO or with a ministry is preferred.
Demonstrated commitment and willingness to work in accordance with the Hope Walks core values
Good interpersonal, negotiation and communication skills (both written and verbal).
Demonstrated initiative and ability to work semi-independently and solve problems.
Analytical, problem-solving, and strong communication skills in Amharic and English.
Excellent knowledge of common technology: Google Drive, Microsoft Office, Zoom.
Excellent knowledge of Ethiopian labour proclamation, civil code, and other employment related regulations, and demonstrated engagement with regulatory agencies.
