Médecins Sans Frontières (MSF) Switzerland is looking for an experienced and committed professional to join its team as a Health Promotion & Community Engagement (HPCE) Manager – Flying.

MSF is an international humanitarian organization that delivers emergency medical assistance to people affected by conflict, epidemics, natural disasters, and other crises, regardless of nationality, ethnicity, religion, or political affiliation.

This full-time position will provide technical leadership and support to MSF projects across West Oromia (Nekemte and Begi) and Benishangul Gumuz, helping strengthen community engagement and health promotion activities.

Key Responsibilities

The successful candidate will lead the planning, implementation, monitoring, and continuous improvement of Health Promotion and Community Engagement (HPCE) activities across multiple MSF projects.

Main responsibilities include:

  • Develop and regularly update HPCE strategies, work plans, monitoring systems, and activity budgets.
  • Guide and support Health Promotion Supervisors in implementing community engagement plans.
  • Promote participatory approaches by involving patients, community members, and local stakeholders throughout program implementation.
  • Coordinate the development, translation, validation, and distribution of culturally appropriate health education materials.
  • Conduct rapid assessments, community surveys, rumor monitoring, and community feedback analysis to inform project decisions.
  • Supervise community-based disease surveillance, active case finding, referrals, and tracing activities.
  • Support community meetings, mapping exercises, and stakeholder engagement initiatives.
  • Document lessons learned and contribute to knowledge sharing and project reporting.
  • Build the capacity of health promotion teams through training, mentoring, coaching, and supportive supervision.
  • Participate in the recruitment, evaluation, and professional development of HPCE staff.

Project-Specific Duties

The HPCE Manager will also:

  • Lead community engagement strategies for MSF projects in Oromia and Benishangul Gumuz.
  • Strengthen partnerships with community leaders, Health Extension Workers (HEWs), volunteers, and local authorities.
  • Coordinate health promotion activities for mobile clinics, Begi Primary Hospital, and community outreach services.
  • Support health education initiatives covering malaria, cholera, measles, pneumonia, diarrheal diseases, nutrition, maternal and child health, vaccination, sexual and reproductive health, and mental health.
  • Establish community surveillance systems and feedback mechanisms to improve outbreak detection and emergency response.
  • Conduct community mapping and identify barriers affecting healthcare access.
  • Collaborate with medical, nursing, epidemiology, WASH, logistics, supply, and protection teams to deliver integrated health services.
  • Represent MSF in coordination meetings with health authorities and community partners when required.
  • Monitor HPCE performance indicators and prepare regular reports to improve program quality.

Required Qualifications

Applicants should have:

  • Bachelor's Degree in Public Health, Community Health, Health Promotion, Social Sciences, Behavioural Sciences, or a Nursing qualification with a community health background.
  • A Master's degree in a related field is an added advantage.

Experience

Candidates must have:

  • At least two years of relevant experience managing health promotion or community engagement programs within MSF or in an international setting.
  • Practical experience in designing, implementing, and monitoring health promotion strategies.
  • Experience using qualitative research methods and community assessment tools.

Language Requirements

  • Fluency in English is mandatory.
  • Knowledge of Afaan Oromo and other local languages is considered an advantage.
