Role Purpose:
The Finance Manager is responsible for ensuring that the organisation has timely, accurate, and relevant financial information to manage operations effectively. The role leads month-end financial processing and works closely with direct reports, the Dublin-based International Accounting Services function, and the wider Finance team.
The Finance Manager is also responsible for treasury activities, receivables, payables, disbursements, and cash forecasting. The role supports strong internal controls, works closely with auditors, and provides finance support to area and regional offices.
Responsibilities:
The Finance Manager reports to the Deputy Country Financial Controller and is responsible for the following key areas:
1. Financial Management, Reporting, and Controls
Maintain accurate financial records, ensure timely postings in MGP, run BI360 reports, review foreign exchange transactions, and support annual and revised budget preparation.
Ensure financial systems, procedures, and controls support accurate reporting, donor compliance, risk management, and effective decision-making.
2. Staff Management and Capacity Building
Supervise, coach, and appraise finance staff, ensuring high standards of financial management and timely completion of assigned tasks.
Support staff orientation and training on financial controls, donor requirements, organisational procedures, and relevant regulatory requirements.
3. Month-End Processing and Financial Records
Coordinate month-end processes, including cash and bank books, journals, payroll postings, reconciliations, cost allocations, prepayments, and balance sheet updates.
Ensure all adjustments, journals, allocation files, reconciliations, and supporting documents are complete, accurate, approved, and retained for audit purposes.
4. Treasury
Oversee cash, bank, petty cash, bank signatories, and treasury records, ensuring balances are accurate, reconciled, and supported by strong internal controls.
Prepare and submit required treasury and foreign exchange reporting to HQ in coordination with the finance leadership team.
5. Disbursements and Cash Flow
Review and process disbursement requests, ensuring correct coding, approval, payee details, supporting documentation, donor compliance, and applicable withholding tax requirements.
Coordinate cash transfers, monitor accruals and receivables, review cash forecasts, and ensure monthly cash requirements are submitted on time.
6. Budgeting
Support annual budgets, budget revisions, staff budget files, and staff mapping tools, ensuring alignment with organisational requirements.
Provide additional finance support during budget preparation periods as required.
7. Partnership Accounting
Ensure accurate partner coding for partnership journals and support partner financial capacity-building activities.
8. Audits and Compliance
Support donor, internal, and external audits, coordinate timely management responses, and ensure audit recommendations are implemented.
Advise finance leadership on financial risks and support continuous improvement of systems, procedures, and controls.
9. Finance Documentation
Ensure journals, reconciliations, transaction files, monthly working files, and other finance records are approved, complete, properly filed, and easy to retrieve.
10. Other Financial Duties
Provide general finance support, including field visits, staff training, operational finance tasks, emergency response, and participation in relevant task forces or committees.

Role Holder Requirements:
Essential
Good communication skills.
Part-qualified accountant (CA, CMA, ACCA, or CPA) or a Master’s degree in Finance or a related field.
Relevant experience in general ledger management, preferably within an INGO environment. As a guide, this may include more than 3 years for a professionally qualified accountant, 5 years for a Master’s degree holder, or 10 years for a Bachelor’s degree holder in Accounting or a related field.
Experience in staff capacity development.
Computer literate, with strong knowledge of Microsoft Excel and accounting packages.
Fluency in English.
Ability to work under pressure to meet tight deadlines.
