The Finance Manager is responsible for planning, directing, and overseeing all financial activities of the hospital, including financial planning and analysis, budgeting, accounting, treasury management, financial reporting, internal controls, and compliance. The role ensures the organization's financial resources are managed effectively, financial records are accurate, and financial operations comply with applicable laws, regulations, and organizational policies. The Finance Manager provides strategic financial guidance to support informed decision-making and sustainable organizational growth.
KEY RESPONSIBILITIES:
Finance Planning and Budget Management Duties:
Lead the development, implementation, and monitoring of annual budgets in collaboration with departmental managers.
Prepare financial forecasts, projections, and cash flow plans to support operational and strategic objectives.
Monitor budget utilization and provide variance analysis with recommendations for corrective actions.
Support management in evaluating investment opportunities, capital expenditures, and financial risks.
Develop financial strategies that enhance organizational sustainability and profitability.
Accounting and Finance Reporting Duties:
Oversee all accounting functions, including accounts payable, accounts receivable, payroll, fixed assets, and general ledger management.
Ensure timely preparation of monthly, quarterly, and annual financial statements and management reports.
Review financial transactions and accounting records to ensure accuracy, completeness, and compliance with accounting standards.
Maintain accurate financial records and supporting documentation.
Coordinate month-end and year-end closing activities.
Treasury and Cash Management Duties:
Monitor cash flow and liquidity requirements to ensure smooth hospital operations.
Manage banking relationships and oversee cash management activities.
Ensure timely payment of suppliers, employees, taxes, and other financial obligations.
Monitor revenue collection processes and implement measures to improve cash flow and financial performance.
Oversee investment and fund management activities as directed by management.
Internal Control and Compliance Duties:
Develop, implement, and maintain effective financial policies, procedures, and internal control systems.
Ensure compliance with Ethiopian tax laws, financial regulations, and organizational policies.
Coordinate internal and external audits and facilitate the implementation of audit recommendations.
Monitor financial risks and establish appropriate mitigation measures.
Ensure proper safeguarding of organizational assets and financial resources.
Leadership and Administrative Duties:
Lead, supervise, mentor, and evaluate finance and accounting staff.
Assign duties, monitor performance, and support staff development initiatives.
Foster a culture of accountability, professionalism, and continuous improvement within the finance department.
Participate in executive and management meetings, providing financial advice and recommendations.
Prepare and present financial reports to senior management and stakeholders.
Revenue Cycle and Financial Performance Management Duties:
Monitor hospital revenue streams, billing processes, collections, and financial performance indicators.
Analyze financial data and provide management with insights and recommendations for improving efficiency and profitability.
Develop and track key financial performance metrics.
Support departmental managers in cost control and financial decision-making.
Other Duties as Required:
Participate in strategic planning, accreditation, quality improvement, and organizational development initiatives.
Support procurement, operational, and investment decisions through financial analysis.
Perform other duties assigned by the Chief Executive Officer or General Manager.
REQUIRED MINIMUM QUALIFICATIONS:
Bachelor's degree in accounting
, Finance, Accounting and Finance, Business Administration, or a related field.
Minimum of five (5) years of progressive experience in finance and accounting, with at least two (2) years in a managerial or supervisory position.
Professional certification such as ACCA, CPA, CMA, or equivalent is highly desirable
Experience in healthcare, hospital, or related service industries is highly preferred.
KNOWLEDGE, SKILLS AND ABILITIES
:
Strong knowledge of financial management, accounting principles, budgeting, taxation, and financial reporting.
Thorough understanding of Ethiopian tax regulations, financial laws, and compliance requirements.
Strong analytical, financial modeling, and problem-solving skills.
Excellent leadership, team management, and decision-making abilities.
Proficiency in accounting software, ERP systems, and Microsoft Office applications, particularly Excel.
Excellent communication, presentation, and report-writing skills.
Strong organizational skills and attention to detail.
High level of integrity, confidentiality, and professional ethics.
Ability to work under pressure, meet deadlines, and manage multiple priorities effectively.
Strong business acumen and strategic thinking capability.
