1. Project Monitoring, Evaluation & Learning Officer
Qualifications
- Bachelor’s Degree or equivalent knowledge and skills in Statistics, Economics, Development Studies, Social Sciences, Project Management, Data Science, or a related field.
- Additional training or certification in MERL, data management, or project management is an advantage.
Experience & Skills
- Relevant experience in monitoring, evaluation, accountability, and learning within development or donor-funded projects.
- Experience with M&E tools, participatory methods, data collection, documentation, and quantitative/qualitative research.
- Practical experience with digital data collection and database management.
- Knowledge of SPSS, EPI-Info, KoboToolbox, ODK, CommCare, Power BI, R, Excel, or similar platforms is required.
- Knowledge of youth employment, workforce development, and women and youth economic participation is an advantage.
Duty Stations: Addis Ababa, Bahir Dar, and Kombolcha — 1 position each
Travel: Frequent travel to project and stakeholder sites is required.

2. Project Facilitation Officer – Host Enterprise
Qualifications
- Bachelor’s Degree or equivalent knowledge and skills in Development Studies, Economics, Business Administration, Project Management, Sociology, Social Work, Education, Labour Studies, or a related field.
Experience & Skills
- Significant experience in youth employment, workforce development, internship programs, TVET, livelihoods, private-sector engagement, or economic empowerment.
- Experience in project coordination and donor-funded programs.
- Experience with youth employment pathways, enterprise engagement, and inclusive workplace practices.
- Experience managing field-level budgets, procurement, logistics, and administration.
- Ability to work with government institutions, private companies, TVETs, universities, training providers, civil society organizations, and youth networks.
- Practical knowledge of safeguarding, duty of care, risk monitoring, and incident response.

Qualifications

Experience
- Progressive professional experience in policy analysis, research, or program support.
- Experience conducting policy mapping, stakeholder analysis, and regulatory gap assessments.

- Good understanding of Ethiopian policy and institutional systems.
- Strong stakeholder engagement and coordination skills.

Experience

- Strong understanding of Ethiopian labour, public service, civil service reform, and youth employment frameworks.
- Experience engaging government, donors, civil society, and consortium stakeholders.
- Knowledge of gender equality, social inclusion, safeguarding, and youth-centered policy work.
- People management, coaching, mentoring, and facilitation skills.

6. Program Technical Manager
Qualifications & Experience
Candidates should have a Master’s Degree or equivalent knowledge and skills relevant to technical leadership or advisory roles in areas such as:
- Youth economic empowerment
- Employability and transition-to-work programs
- Internship programs
- Workforce development
- TVET and livelihood interventions
- Private-sector engagement
The role also requires experience in gender-transformative and disability-inclusive programming, policy influencing, workforce development, project management, and multi-field implementation.
Experience with Mastercard Foundation-funded grants is an advantage.
Strong partnership management, people management, coaching, mentoring, and facilitation skills are also required.

Qualifications
