Background
Antimicrobial resistance (AMR) is a global public health threat and a priority to Ethiopia. To combat the threat of AMR, the Ethiopian Public Health Institute (EPHI) started a national AMR surveillance program since 2017 in collaboration with national stakeholders and international  partners. The implementation started in a phase approach. Currently EPHI is conducting the surveillance system in 26 surveillance sites with a possible expansion of sites to 41 in the coming three  years . The surveillance sites provided standardized data management SOPs and tools, periodic on-site mentorship on data collection, cleaning, analysis and reporting on monthly basis to the national coordination center. At national level data will be aggregated and reported to national key stakeholders and One health actors and international partners to inform AMR monitoring at national level for decision and strategies.
To this end, the EPHI would like to announce a vacancy for competent and interested individuals for AMR surveillance data officer  position. The qualified individual will  manage AMR surveillance   data management  related issue and assist  surveillance sites  in WHONET data entry, analysis and manipulation and provide monthly AMR surveillance  data  to the National  AMR surveillance data base and be a member of AMR surveillance system  coordination team at EPHI, closely working with the AMR surveillance coordinator and report to   Infectious disease research directorate TB, Fungus, And Other Bacterial Diseases Research Division  (TBFAOBDRD)
The intended candidates should have the following roles, responsibilities, qualifications and experiences.
Roles and responsibilities
Able to understand new data management software  like WHONET and Backlink  including Software
Advanced level experience in MS Excel, MS Office Suite and power point
Discover efficient ways to organize, store and analyze surveillance and research data with attention to security and confidentiality.
Develop and implement data management plan (DMP) and procedures
Ensure data flows timely and securely based on the SOP
Able to interchange data from one system to another
Develop data entry platforms, data dictionary using the above software
Understand existing data sharing policy and practices
Establish data quality standards and work closely with data generating surveillance sites and institutions  to ensure standards as appropriate
Follow up  of surveillance site project implementation and data entry at surveillance site level on a weekly basis through phone call and assist  at site level  and submit progress update to the AMR surveillance coordinator and division head.
Oversee the data entry process to ensure submission of quality data on timely basis from surveillance sites and preparing monthly report and give monthly feedback to surveillance sites on data quality and use
Enter monthly cleaned data to the AMR surveillance data repository
Provide technical support to data entry process at national and site level in data cleaning, organizing, encoding, and storing data in timely basis.
Coordinate, design and implement effective  Data management trainings at central, regional, and facility levels and also lead preparation of high-quality training manuals, SOPs and procedures on various AMR related issues
Prepare datasets and respond to data  call request
Develop data tracking mechanisms from different data sources
Perform advanced statistical analysis
Analyze heterogeneous epidemiology data, surveillance data, evaluation data, biomedical data or any health-related data
Apply institutional and national data sharing policies for effective data management system
Use statistical software such as CISPRO, EPI-INFO, SPSS,R, State as required
Ability to write grants  for computation
Communication and coordination
Communicate effectively with Infectious diseases research directorate,  and      teams, surveillance sites, EPHI relevant directorates, relevant national stakeholders and international partners as appropriate on data related issues
Create an efficient data management schedule in line with field support activity
Requirements
MSc degree in Bio-statistics, Information system, or any other related field of study.
6 years and above demonstrated data management experience.
