Role Summary
The Finance and Budget Officer will work in the Finance and Budget Section of ACMD, reporting directly to the Section Head. The role involves preparing, analyzing, and administering budgets, overseeing financial integrity, supporting cost recovery, and ensuring compliance with UN regulations and donor requirements.
Key Responsibilities
Budget Preparation & Analysis Review and finalize cost estimates and budget proposals. Provide input on resource requirements and program budgets. Support intergovernmental bodies in budget reviews and approvals. Budget Administration Issue allotments and authorize expenditures. Monitor budget implementation and recommend reallocations. Administer extra‑budgetary resources and ensure compliance. Prepare and review budget performance reports. Cost Recovery & Client Management Contribute to cost recovery planning, billing, and monitoring. Provide strategic advice on budgeting and compliance. Oversee client relations, audit, and financial reporting. General Duties Provide guidance and training on financial policies. Draft reports, correspondence, and official documentation. Act as Certifying Officer under UN Financial Rules. Represent the Section in meetings and contribute to CAP initiatives.

Professionalism: Strong knowledge of financial and budgetary principles, ability to develop policies and strategies, and commitment to gender perspectives. Client Orientation: Ability to build partnerships, anticipate client needs, and deliver timely solutions. Technological Awareness: Knowledge of financial systems and willingness to adopt new technologies.
Qualifications
Education: Advanced university degree (Master’s or equivalent) in Business Administration, Finance, or related field. A first‑level degree with qualifying experience may be accepted. Training in data analytics is an advantage. Experience: Minimum 7 years of progressively responsible experience in finance, administration, or budget. At least 2 years of experience in data analytics is desirable. Languages: English required; French desirable.
Contract Details
Type: Temporary appointment (364 days, funded from General Temporary Assistance). Extension: Subject to performance, mandate, and funding availability. Conditions: Staff mobility and reassignment may apply. Female candidates are strongly encouraged to apply.
