The United Nations Development Programme (UNDP), through the Strengthening Ethiopia's Elections for Democratic Sustainability (SEEDS II) project, is recruiting experienced professionals to support the National Election Board of Ethiopia (NEBE). The successful candidates will contribute to strengthening electoral systems, operational planning, logistics, institutional capacity, and post-election processes.
These positions are based in Addis Ababa, Ethiopia and require close collaboration with NEBE senior management and UNDP technical teams.
Position 1: Senior Electoral Logistics Specialist (Open Tier 1 & 2 Applicants)
Job Grade: NPSA-10
Contract Duration: 1 Year

Job Summary
The Senior Electoral Logistics Specialist will provide strategic and technical leadership in election logistics planning, procurement coordination, warehouse management, transportation, operational preparedness, and institutional strengthening to support future electoral events.
Key Responsibilities
Conduct post-election logistics reviews and document lessons learned. Support logistics planning for re-elections and future electoral processes. Strengthen warehouse management systems and asset management procedures. Improve transportation and distribution planning for election materials. Support procurement planning and coordination for electoral materials. Develop logistics dashboards, monitoring systems, and reporting tools. Build institutional capacity through operational training and logistics planning. Coordinate with government institutions, suppliers, development partners, and stakeholders. Contribute to medium-term electoral logistics strategies and contingency planning.
Required Qualifications
Master's degree in Project Management, Operations, Logistics, Supply Chain Management, Social Sciences, or a related field.
OR
Bachelor's degree in the above fields with two additional years of qualifying experience.
Experience
Minimum 5 years of relevant experience with a Master's degree.
OR
Minimum 7 years with a Bachelor's degree.

Languages
Fluency in English and Amharic. Additional Ethiopian local languages are an advantage.
Position 2: Senior Electoral Operations and Institutional Strengthening Specialist (Open to Internal and External Applicants)
Job Grade: NPSA-10
Contract Duration: 10 Months
Location: Addis Ababa, Ethiopia
Job Summary
The Senior Electoral Operations and Institutional Strengthening Specialist will support NEBE in strengthening electoral operations, institutional systems, post-election reviews, operational readiness, and long-term planning for future elections.
Key Responsibilities
Lead post-election operational reviews and lessons learned. Support planning for remaining and re-elections. Strengthen institutional systems and operational procedures. Improve procurement planning and operational workflows. Support operational dashboards, reporting systems, and planning tools. Deliver operational training and institutional capacity-building. Coordinate with government institutions and development partners. Contribute to strategic operational planning and risk management.
Required Qualifications
Master's degree in Project Management, Social Sciences, or a related field.
OR
Bachelor's degree with two additional years of qualifying experience.
Experience
Minimum 5 years of progressively responsible experience with a Master's degree.
OR
Minimum 7 years with a Bachelor's degree.
