Job Summary:
GNE/KOFIH/EHIS is seeking one qualified and experienced consultancy to provide technical support to the PAQA LEO in the implementation of case based provider payment systems by leading the collection, management, and analysis of relevant data ensuring robust costing methodologies, and producing actionable insights for policy n and operational decision making. The assignment will be conducted under the direct supervision of the
PAQA-LEO
.
Key Duties and Responsibilities
The consultant will perform the following tasks:-
Review and revise CBPS implementation, Roadmap and Training Manual, standardized operating procedures and tools required for effective implementation case; - based P payment system.
Design contracts management systems in line with designed cased based payment system.
Produce standardized training materials to enhance implementation capacity of case based payment   system.
Produce regular data dashboards, reports, and presentations to inform decision makers.
Support capacity building of EHIS, Pilot Hospitals and regional health bureau staff on case- based data management and analysis.
Participate in validation workshops and stakeholder consultations.
Support PAQA LEO in building a database system for provides claims management and monitoring.
Analyze the pilot hospital actual cost of IPD service and EDBG tariff rate and revise payment rate as required based on robust evidence.
Monitor pilot implementation of case- based payment implementation to generate monthly performance report of pilot hospitals and document the process.
Facilitate and monitor the implementation status of mou signed with  MOH, EHIS and KOFIH
Facilitate and   Monitor the implementation status of MoU  signed with KOFIH and Good Neighbor Ethiopia ( NGE)
Produce Case Based payment design status report and present updates to project steering committee.
Facilitate and support to conduct case Based payment TWG regular meetings if any.
Support to conduct periodic pilot Hospitals assessment , analyze and propose policy recommendation to improve quality of care
Build the capacity  of staff at EHIS head office, cluster and branch offices,
Facilitate provision of capacity building training for pilot Hospitals health care provides.
Collect, clean, and validate facility- level (pilot Hospital Level) data required for Tariff Revision and implementation of case- based payments.
Conduct cost analysis of selected health services and clinical cases.
Develop datasets and analytical models to support tariff- setting and revision for case based payments.
Determine Hospital pool based on evidence to calculate Base rate to revise FDBG tariffs
Conduct trend and variance analysis to evaluate financial sustainability.
Support to design tools to select health care providers to participate in health insurance system during pilot scale up phase.
The recruited project lead functions as a consultant for overall designing and pilot implementation of CBPS
Provide technical support for PAQA LEO Experts.
Perform other related tasks as assigned by PAQA LEO and supervising partners,
Qualifications and Experience
Educational Qualifications
Candidates must possess one of the following qualifications:
Post Graduate Degree in Public Health, Health economics, health policy analysis, Medicine Plus public health, Project management.
Professional Experience and competencies.
The applicant should have at least 10 years of experience of which at least five years’ experience in the health financing or designing provide payment system or costing research designing and report writing.
Experienced in provider payment system design
Experienced  in costing,
Experienced in costing.
Experience designing managing and implementing health service quality assurance system
Experience designing  managing and implementing research and projects,
Strong communication skills, including delivery of compelling presentations and documents.
Strong interpersonal  skills and ability to achieve consensus amongst stakeholders,
Ability to work independently , set priorities and      handle multiple tasks simultaneously,
Ability to learn on the job quickly and absorb and synthesize a broad range of information.
Computer skill including Ms- excels- Ms- word, Ms PPT etc.
