Empathy for Life Integrated Development Association (ELiDA)
is a women-led, non-governmental civil society organization established in 2008 and licensed by the Authority for Civil Society Organizations (ACSO), Certificate No. 1143. ELiDA envisions a society where women and girls are socially responsible, empowered, and actively engaged in leadership and decision-making processes across all sectors of society.
ELiDA implements integrated programs in Peacebuilding, Humanitarian Response, Education, Livelihoods, and Gender-Based Violence (GBV) Prevention and Response across Ethiopia, focusing on conflict-affected, disaster-affected, and vulnerable communities. Through its interventions, ELiDA promotes resilience, gender equality, social cohesion, and sustainable development.

Senior MEAL Officer
The Senior MEAL Officer will lead and strengthen ELiDA’s Monitoring, Evaluation, Accountability, and Learning (MEAL) systems across all thematic areas, including Peace-building, Humanitarian Assistance, Education, Livelihoods, and GBV programming. The role will ensure quality data management, donor compliance, evidence generation, accountability to affected populations, and organizational learning for improved program effectiveness and impact.
Key Responsibilities
1. Monitoring, evaluation, and data systems
Lead the design and implementation of organizational and project-level indicators, MEAL frameworks, tools, and plans.
Develop and manage digital data collection systems using KoboToolbox, CommCare, ODK, and Power BI.
Oversee baseline, midline, endline, and final evaluations.
Ensure data quality, verification, and reporting consistency across all project sites.
Conduct regular field monitoring and data audits with other ELIDA team.
2. Reporting, documentation, and evidence generation
Lead the preparation of high-quality donor and organizational reports.
Produce internal program performance dashboards and analytical briefs.
Develop impact stories, case studies, lessons learned, & most significant change stories.
Support proposal development with logical frameworks, indicators, and MEAL tools.
3. Accountability and learning
Ensure functionality of Community Feedback and Response Mechanisms (CFRM).
Facilitate learning review sessions, reflection meetings, and after-action reviews.
Establish systems for capturing and disseminating best practices and lessons learned.
Promote adaptive programming through evidence-based decision-making.
4. Capacity building and technical support
Update the capacity of program staff and partners on MEAL systems and tools.
Provide technical support to ELiDA team in data analysis, reporting, and documentation.
Coach field teams on quality data collection and utilization.
5. Coordination and representation
Ensure alignment with donor compliance requirements and international standards, e.g. CHS, SPHERE, OECD-DAC, etc.
Represent ELiDA in MEAL technical working groups, clusters, external engagements, and coordination forums.
Support strategic planning and organizational review sessions.
Qualifications and Experience
Master’s Degree in Monitoring & Evaluation, Statistics, Development Studies, Social Sciences, Economics, or Statistics.
Minimum 5 years (MA) or 7 years (BA) of relevant progressive MEAL experience in NGOs.
Proven experience in Peace-building, Education, Humanitarian, Livelihoods, and GBV sectors in local NGOs.
Strong expertise in donor reporting, evaluation management, and accountability systems.
Advanced knowledge of quantitative and qualitative research methods.
Practical skills in SPSS, STATA, Power BI, KoboToolbox, ODK, and CommCare.
Excellent analytical, report writing, and presentation skills.
Strong understanding of safeguarding and accountability principles.
Fluency in English and Amharic is required.
