The Ethiopian Red Cross Society (ERCS) wants to recruit employees in the following vacant positions the details of which are mentioned below.
About the Ethiopian Red Cross Society
The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through the provision of emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs with the aim of creating resilience households and communities. Currently the ERCS has a structure consisting of 15 Regional Offices, Zonal Branches and District/Woreda Branches, Woreda Red Cross Committee and Kebele Red Cross committees.
ERCS also runs disaster risk reduction programs relating to food security, climate change adaptation, livelihood diversification, and institutional capacity building interventions, with the aim of creating resilience households and communities. ERCS works in partnership with the Ethiopian Government, International Federation of the Red Cross and Red Crescent (IFRC), International Committee of the Red Cross (ICRC), partnering National Societies, members, volunteers and the communities we serve.

II Job Summary
Migration-related challenges are closely interconnected with economic factors, which often drive individuals to migrate in search of better livelihood opportunities or affect the smooth reintegration of returnees, whether from internal or external migration contexts. Addressing these economic challenges, which significantly contribute to migration-related vulnerabilities, requires a multi-stakeholder approach. This includes identifying and assessing potential solutions and constraints, strengthening regulatory and legal frameworks, and increasing investment in sustainable and innovative livelihood interventions, among others.
In this context, the Ethiopian Red Cross Society (ERCS), in partnership with the Swedish Red Cross, is implementing the “Humane, Dignified, Sustainable Migration and Return Programe” in the Amhara and Oromia regions. The project aims to support returnees and host communities through livelihood improvement, mental health and psychosocial support (MHPSS), humanitarian assistance, and social cohesion interventions, with the overall goal of promoting sustainable reintegration and strengthening community resilience.
Under this programme, the Livelihood (LLH) Officer will be responsible for supporting the planning, implementation, follow-up, and monitoring of all livelihood-related activities in the project areas. The officer is expected to contribute to economic empowerment initiatives, skills development and vocational training activities, income-generating interventions, and coordination with relevant stakeholders to strengthen the economic resilience and self-reliance of returnees and host communities.
Key performance area
Project Design, Planning, and Scope
Support the planning, implementation, and monitoring of livelihood and economic resilience activities under the “Humane, Dignified, Sustainable Migration and Return Programme.”
Facilitate livelihood support interventions targeting returnees and host communities in the target regions.
Support the identification and selection of project participants for livelihood assistance based on project criteria and vulnerability assessments.
Coordinate and follow up on vocational skills training, business skills development, and income-generating activities for targeted beneficiaries.
Provide technical support for the implementation of small business, self-employment, and economic empowerment initiatives.
Conduct regular field visits to monitor progress of livelihood activities and provide supportive supervision to field teams and volunteers.
Work closely with Mental Health and Psychosocial Support (MHPSS) and social cohesion teams to ensure integrated implementation of project activities.
Coordinate with local authorities, TVET institutions, community structures, financial service providers, and other stakeholders to strengthen livelihood opportunities for returnees and host communities.
Support awareness creation and community engagement activities that promote social cohesion and sustainable reintegration.
Ensure ERCS activities complement the efforts of government institutions, NGOs, and other humanitarian and development stakeholders.
Community Engagement and Capacity Building
Lead and coordinate beneficiary selection, registration, and community mobilization activities.
Facilitate and organize training sessions on financial literacy, savings practices, climate-smart agriculture, and natural resource management practices.
Conduct market assessments to identify profitable skills development and livelihood resilience opportunities for returnees and host communities.
Promote community participation and strengthen local ownership of livelihood interventions.
Integrate gender sensitivity, protection mainstreaming, inclusion, and participatory approaches into all project activities.
Collaborate with community leaders, local authorities, and community-based organizations to strengthen social cohesion and sustainable reintegration efforts.
Monitoring, Reporting, and Coordination
Collect, compile, analyze, and report livelihood-related data, success stories, lessons learned, and best practices in coordination with the PMER team.
Support baseline assessments, monitoring activities, post-distribution monitoring, and evaluations related to livelihood interventions.
Prepare timely monthly, quarterly, and donor reports in compliance with ERCS and donor requirements.
Submit regular progress updates, activity reports, and relevant project documentation.
Identify implementation challenges and recommend practical and actionable solutions.
Coordinate with government agencies, NGOs, and inter-agency forums to advocate for the needs of returnees and host communities.
Ensure project implementation complies with ERCS policies, donor requirements, humanitarian principles, and accountability standards.
Perform any other related duties assigned by the line manager and the Migration Programme team.
Qualification Requirements:
Education:
Bachelor’s Degree or Master’s Degree in Economics, Rural Development, Development Studies, Business Development, Cooperative Management, or other related fields.
Experience & Skills:
Minimum of 8 years’ experience for Bachelor’s Degree holders or 6 years’ experience for Master’s Degree holders in managing livelihoods for resilience programmes, particularly returnees’ reintegration programmes and community-based livelihood interventions.
Proven ability in project planning, implementation, monitoring, report writing, and providing technical support to field project teams.
Proven training, facilitation, and coaching skills for community groups, volunteers, and field teams.
Experience in coordinating community participation, accountability mechanisms, and staff capacity-building activities.
Strong communication, coordination, influencing, analytical, and problem-solving skills.
Familiarity with gender mainstreaming, social protection, protection mainstreaming, and integrated / interpectoral programming approaches.
Experience in data collection, monitoring, reporting, and beneficiary tracking systems.
Knowledge of climate-smart livelihood and resilience-building approaches.
Languages:
Fluency in English (spoken and written).
Fluency in Amharic (spoken and written).
Knowledge of other local languages relevant to the project is an advantage.
