Background
Ethiopian Center for Disability and Development (ECDD) is an Ethiopian Development Organization established in 2005 and reregistered by the Agency for Civil Society Organizations as an Ethiopian Development Organization with a Certificate № 0321 under the Proclamation № 1113/2019. ECDD is working with other organizations to promote and facilitate the inclusion of persons with disabilities and disability issues in mainstream service delivery and development programs, envisioning an inclusive Ethiopia where persons with disabilities exercise the same rights and have access to the same services and opportunities enjoyed by other citizens.
Currently, ECDD is implementing the civil society strengthening program for children’s rights (CSSPCR) with funding from the Swedish International Development Cooperation Agency (Sida) through Save the Children International in Ethiopia (SCI). The program aims to strengthen the capacity and engagement of civil society actors, including children, to claim civic space and effectively hold duty-bearers accountable for the equitable realization of children’s rights.
Despite Ethiopia having national legislative measures and policies incorporating the provisions aligned with the UN Convention on the Rights of the Child (UNCRC), the African Charter on the Rights and Welfare of the Child (ACRWC), and other human rights frameworks, challenges remain in implementing children’s rights.
Laws concerning diverse groups of children in Ethiopia are scattered and fragmented, and legal protections for children’s rights remain incomplete and lack effective remedies for violations.
Civic space for children’s participation in claiming their rights is critical. The national children’s policy supports establishing structures like children’s parliaments and other child-led initiatives to promote children’s participation in matters that affect them. Although children cannot establish formal organization, children’s parliaments have been established at all levels, giving opportunity for girls and boys to exercise democratic participation, to advocate for improved implementation of policies, budgets and services, be involved in child rights reporting and monitoring, and to provide recommendations to duty bearers. Yet, because gender-biased social norms hinder the meaningful involvement of child rights actors and children, SCI and CSO partners need to continue navigating available opportunities to empower children through various child-led initiatives that hold duty bearers accountable for child rights.
The 2019 CSO Proclamation (1113/2019) has created an opportunity for civil society actors, including children with disabilities, to navigate the existing civic space and engage in advocacy on human (child) rights. The civil society actors have opportunities to monitor the implementation of child rights, influencing policies, budgets, and services for children whose rights are being eroded by poverty, conflict, and the climate crisis. The implementation of the Ethiopian Transitional Justice Policy (ETJP), which was approved in 2024, could address the overlapping and wide range of victims of human rights violations of children with disabilities. CSOs can advocate to the government for children with disabilities’ rights and gender-responsive proclamations that establish transitional justice institutions, enact disability rights proclamations and policy that advance the rights of children with disabilities, especially those vulnerable to the climate crisis, poverty, and gender inequality.
Objectives of the review Preparation
General Objective
The overall objective is to conduct a review of national and regional health and education budgets and services for gender and disability-inclusion, focusing on intersectional gender disparities, and recommend that duty-bearers adopt disability-inclusive and gender-responsive budgeting backed by laws/policies for children with disabilities.
Specific Objectives:
To make the Civil Society Actors (CSAs) and child-led groups’ recommendations for disability-inclusive and gender-responsive budgeting and services for children with disabilities evidence-based
Equip the CSAs and child-led advocacy groups with up-to-date data about the current intersectional disparities in budgeting and services for children with disabilities by national and regional government stakeholders
Enhance the influencing capacity of CSAs and child-led groups for the rights of children with disabilities
Facilitation of the preparation of recommendations on inclusive budgeting and services for children with disabilities by CSAs and child-led groups backed by laws/policies, with ample data presentation of the current practice.
3. Scope of Work
The reviewer will:
Conduct a review of national and regional health and education budgets and services for disability and gender-inclusion, focusing on intersectional gender and disability disparities for children with disabilities, with a specific focus on the Cities of Bahir Dar, Hawassa and Mekelle government bureaus.
Craft a comprehensive and practical action plan to conduct evidence-based advocacy towards disability-inclusive and gender-responsive budgeting and services for children with disabilities, as well as recommendation submission to the Cities of Bahir Dar, Hawassa and Mekelle government bureaus.
Submission of comprehensive review findings of disability-inclusive and gender-responsive health and education budgeting and services for children with disabilities in Bahir Dar, Hawassa and Mekelle Cities.
Prepare an evidence-based list of recommendations that duty-bearers adopt disability-inclusive and gender-responsive budgeting and services backed by laws/policies for children with disabilities.

Duration:

calendar days for the deliverables submission on signing of the agreement.
6. Reporting Line
The reviewer will report to the Deputy Program Director and CSSPCR Project Coordinator and will work in close collaboration with the Program Director, MEL Director, MEL Officer and Executive Director.

Required Qualifications
Proven experience in conducting reviews or assessments of gender-responsiveness, disability inclusion, government budgets and services in different sectors
Experience working in the development/humanitarian sector
Familiarity with disability inclusion and gender mainstreaming concepts
Exposure in working with CSAs/OPDs in the disability movement (working with children with disabilities is highly preferable)
High-level track record on review and assessment tasks
Experience working in multicultural settings and with marginalized groups, particularly persons with disabilities
Copy of renewed Registration Certificate,
Valid Business License for the sector
Education background of the expert who will sign the contract for the assignment.
Two to three recommendations of Relevant Work Experience
Other relevant supporting documents.
