Role description
National Electoral Board of Ethiopia (NEBE) is an independent organization established in accordance with Article 102 of the Constitution of the Federal Democratic Republic of Ethiopia.
Since January 2019, in an effort to reform NEBE, the House of Peoples’ Representatives enacted a new proclamation that reduced the management board to five members that serve full time for a period of six years.
Position 1: Junior Political Parties Expert I
Education and Work Experience
3 years for Bachelor | 0 years for Masters in Law, political Science, Human Rights, International Relations or any related field.
Knowledge:
- Knowledge of international and local legal frameworks governing political parties and elections
- Knowledge of conflict resolution mechanisms
- Ability to document files scientifically
- Capacity to conduct research and briefs
Duty station: NEBE Head Quarter, Addis Ababa
Position 2: Political Parties Support Expert
Education and Work Experience:
- MA or BA degree in Law, political Science, Human Rights, International Relations or any related field.
- 5 years for Masters or 7 years for Degree relevant Experience.
Knowledge and Skills:
- Knowledge of international and local legal frameworks governing political parties and elections
- Knowledge of conflict resolution mechanisms
- Ability to document files scientifically
- Capacity to conduct research and briefs
- Knowledge of Ethiopia’s political context;
- Knowledge of the electoral cycle approach, election observation/electoral assistance is a must;

Position 3: Political Parties Documentation and Analysis Expert
Education and Work Experience:
- MA or BA degree in Law, political Science, Human Rights, International Relations or any related field.
- 5 years for Masters or 7 years for Degree relevant Experience.

Position 4: Deputy Head, Political Parties Affairs Department
Education and Work Experience:
- MA degree or PHD in in Law, political Science, Human Rights, International Relations or any related field.
- 9 years for Masters or 7 years for PHD (4 years in leadership position)
Knowledge:
- Sound knowledge of political systems, electoral processes, and political party dynamics.
- Strong analytical skills and ability to interpret complex political situations and trends.
- Excellent communication, negotiation, and diplomatic skills, with the ability to build relationships with diverse stakeholders.
- Demonstrated leadership abilities and project management skills in political or civic engagement initiatives.

Education and Work Experience:
- MA degree or PHD in in Law, political Science, Human Rights, International Relations or any related field.
- 10 years for Masters or 8 years for PHD (4 years in leadership position)

- In-depth knowledge of political systems, electoral processes, and political party dynamics.
- Strong analytical skills and ability to interpret complex political situations and trends.
- Excellent communication, negotiation, and diplomatic skills, with the ability to build relationships with diverse stakeholders.
- Demonstrated leadership and project management abilities in political or civic engagement initiatives.

Position 6: Head of Human Resources Management (HRM) Department
Requirements on academic qualification:
- PhD/MA/MBA/ in Human Resource & Organizational Development, Business Management, Public Administration and related fields.
Requirements on Professional Experiences:
- For PhD holders: at least 8 years of relevant experience of which 4 years on leadership position.
- For MA/MBA holders: at least 10 years of relevant experience of which 4 years on leadership position.
