📋 Official Responsibilities (ToR)
Strategy, Planning & Operations
- Develop and implement the Response Office security strategy in alignment with World Vision security policy to ensure the operational priorities of the National Office are appropriately supported.
- Ensure Security Risk Assessments, Country Risk Ratings, and Core Security Requirement standards are completed in accordance with current Office of Corporate Security guidelines.
- Work with the Response Manager and RSM to carry out Security Risk Assessments as required.
- Ensure Core Security Requirements are implemented in line with established Country Risk Ratings.
- Provide strategic input and direct support to management during crisis situations and critical incidents.
- Conduct thorough security investigations when required.
Networking, Liaison & Capacity Building
- Represent World Vision at local NGO security network meetings and ensure vital information from these groups is disseminated to relevant field staff.
- Build ongoing networks for sharing security information and coordination.
- Coordinate the assessment, development, and implementation of the national office capacity building plan for security management based on local risk assessments.
- Foster a culture of security awareness and strictly monitor staff compliance with safety protocols.
Reporting & Documentation
- Provide regular security reports to the Response Office, regional leadership, and the Office of Corporate Security.
- Ensure that all security incidents are documented and reported in strict accordance with World Vision Security Policy.
- Conduct performance reviews of the field-based security focal persons.
- Systematically collect, analyze, and disseminate security information to authorized personnel.
🎓 Qualifications & Core Requirements
Experience & Background
- Minimum Experience: At least three (3) years of experience in a proven security field (public, private, government, or NGO sectors).
- Humanitarian Context: Minimum two (2) years of experience working with a UN Agency or NGO, specifically including field security experience.
- Operating Environment: Proven experience operating in high-security risk environments and armed conflict situations.
- Technical Operations: Radio and/or Satellite phone communications experience, operations, and management.
- Background Check: No previous criminal record or convictions.
Education, Certifications & Skills
- Education: Bachelor’s degree in a relevant field, supported by Police or Law Enforcement Training.
- Mandatory Training (HEAT): Confirmed employment is contingent on passing the Hostile Environment Awareness Training (HEAT) course within 90 days of employment (probation period) or possessing an approved OCS equivalent.
- Licenses/Certifications: Must hold a valid Passport, a valid Driver’s License, and be First Aid qualified.
- Core Competencies: Demonstrated ability to work effectively under pressure (especially in crises), practical knowledge of personal/organizational security mechanisms, and demonstrated experience in designing and delivering safety training.
