Role description
ESX is Ethiopia’s first, and only organized securities exchange. ESX is being established as a public private partnership in line with Article 31 of the Capital Market Proclamation (No.1248/2021).
ESX operates the business of a securities exchange, functions as a Self-Regulatory Organization (“SRO”), and serves as the central market organizer providing an integrated product suite covering the equities, fixed income, and money market segments of the capital markets.
Position: Analyst, Membership Regulation & Supervision
Qualification Required:
- Bachelor’s degree in law, Finance, Economics, or other related fields.
- Minimum 3 years’ experience in the areas mentioned above or other related fields.
Position Summary
The Analyst will play a key role in managing and analyzing membership applications, ensuring compliance with regulatory requirements, and providing ongoing support to trading members. This role requires a deep understanding of capital markets, strong analytical skills, and the ability to manage relationships with diverse stakeholders.
Key Responsibilities
Membership Admission
- Review membership applications and supporting documentation for completeness and compliance with the Exchange’s Membership Rules, policies, and procedures.
- Conduct preliminary due diligence on applicants, including verification of legal, financial, governance, operational, and technical requirements.
- Maintain accurate records of membership applications and ensure proper documentation throughout the admission process.
- Coordinate with applicants to obtain outstanding information and monitor compliance with application requirements and timelines.
- Assist in developing and maintaining internal procedures to ensure compliance of ESX rule book and other relevant laws and regulations.
- Provide guidance and support to trading members on regulatory compliance matters, including the interpretation of ESX rules and regulations
Inspection and Supervision
- Support the planning and execution of routine, thematic, and ad hoc inspections of Trading Members.
- Prepare inspection plans, document request lists, working papers, and inspection files.
- Review documents and records submitted by Trading Members to assess compliance with applicable laws, Exchange Rules, directives, and regulatory requirements.
- Draft inspection reports, findings, and correspondence, including requests for additional information and follow-up communications.
- Monitor the implementation of corrective actions arising from inspection findings and maintain records of outstanding supervisory actions.
- Maintain inspection documentation, evidence, and supervisory records in accordance with internal policies and record management requirements.
- Liaise with regulatory bodies to stay informed about changes in legislation and compliance standards.
Regulatory Monitoring and Reporting
- Review periodic regulatory reports and disclosures submitted by Trading Members.
- Prepare analytical reports, dashboards, and supervisory statistics to support regulatory oversight and management decision-making.
- Maintain supervisory databases and ensure the accuracy and integrity of regulatory information.
- Assist in developing and updating membership procedures, inspection manuals, templates, and internal guidance documents.
- Contribute to the review and enhancement of supervisory methodologies, risk assessment tools, and inspection programs.
Stakeholder Coordination
- Liaise with Trading Members regarding membership, inspection, and regulatory compliance matters.
- Coordinate with internal departments and external regulatory authorities, as required, to facilitate supervisory activities.
- Participate in industry working groups, committees, and forums to contribute expertise and insights on market supervision and regulatory issues.
