About the Ethiopian Red Cross Society
The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through the provision of emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs with the aim of creating resilience households and communities. Currently the ERCS has a structure consisting of 15 Regional Offices, Zonal Branches and District/Woreda Branches, Woreda Red Cross Committee and Kebele Red Cross committees.
ERCS also runs disaster risk reduction programs relating to food security, climate change adaptation, livelihood diversification, and institutional capacity building interventions, with the aim of creating resilience households and communities. ERCS works in partnership with the Ethiopian Government, International Federation of the Red Cross and Red Crescent (IFRC), International Committee of the Red Cross (ICRC), partnering National Societies, members, volunteers and the communities we serve.

II    Job Summary
Organizational context and scope The CVA IM officer will work under the direct supervision of the CVA Coordinator in fulfillment of delivering quality and timely emergency CVA responses programing and implementation data processing, clearing, analysis, organization and visualization. Job Summary: The Cash and Voucher Assistance IM Officer is responsible for supporting the overall cash activities data management; works closely with the CVA Officer and the CVA Coordinator supporting the data management aspects in the implementation of CVA programming; leads efforts to strengthen data management of CVA interventions through the use of improved digital tools (Kobo, excel, beneficiary management systems, etc.); supports capacity building of branches to use digital tools and data management within ERCS working closely with PMER team. General responsibilities for all project staff:
Key performance area
Comply with procedures, regulations and policies of the ERCS, and Donors
Work towards the achievement of overall goals of the CVA programs in Emergency Response and Preparedness, through dedication, effective teamwork and accountability;
Respect and promote Red Cross/Red Crescent principles, values and comply to ERCS security regulations, code of conducts and relevant policies and guidelines;
Responsible for the data collection, analysis, reporting & data management of the CVA Specific Roles and Responsibilities Data collection.
Support CVA assessments (market, response options, needs, feasibility)
Support the overall CVA efforts at field basis for beneficiaries’ data of registration, verification, and cleaning process.
Ensure data collection tools capture basic information of target individuals (Ensure sex, gender and disability disaggregated data are captured) Data management
Works closely with CVA Officer and Coordinator supporting the data management aspects in the implementation of CVA programming
Leads efforts to strengthen data management of CVA interventions through the use of improved digital tools a (Kobo, excel, beneficiary management systems)
Provides guidance and support in determining data protection considerations in the collection, management, storage, and sharing of data.
Plans and implements capacity building plan for branches based on their needs and priorities to strengthen the use digital tools and data management working closely with PMER team and including field travel. Analysis
Supports analysis of data such as priority needs, MEB, response option analysis, transfer value calculation, decision making matrix, market & price monitoring, PDM analysis, complaints & feedback data analysis. Reporting
Reports regularly (weekly, monthly, quarterly, bi-annually and annually) to the DPR/CVA coordinator on the progress of the CVA activities, challenges faced, actions taken related to implementation of CVA digitalization/data management.
Prepares RCRC submission to cash working group 4W’s, populate 4W template with other actor activities if not provided
Provides information outputs in the local language wherever feasible Partnership and Coordination
Establish and maintain a positive relationship and collaboration with branches and partners, FBOs, and CBOs in all aspects of the CVA including beneficiary selection, need identification, capacity building, and other areas of collaboration;
Ensure transparency, accountability and integrity in the CVA response data management;
Promote a positive profile of the CVA among partners, and the target communities;
Prepare and provide CVA related information and reports to key stakeholders and working groups in compliance with the data protection protocols;
Assess gaps in CVA program data management related gaps, opportunities and way-forwards; Personal Skills:

Practical knowledge of computer skills: DESIRABLE COMPETENCIES
Partnership management and proven experience in working in consortium as well as coordination and networking with various stakeholders:
Proven experience and skills in data management related systems.
Technically proficient in data collection tools such as ODK/Kobo
Qualification Requirements:
MA Degree in Social Science / Development studies or other relevant field related to Emergence preparedness and response and disaster risk management OR first degree in these same fields with equivalent of proven work experience
At least 4 years for Master’s degree and 6 years for BA degree in emergency and development cooperation and extensive field experience, preferable within the red cross and red Crescent movement.
Skills and Competencies
Technical expertise on and experience in working with cash transfer programming data management.
Strong capacity building and facilitation skills is an advantage.
Ability to work in a challenging environment with a minimum supervision and meeting deadlines without compromising qualities.
Fluency in spoken and written English.
Willing to abide by and respect red cross/red crescent principles and values understanding of and commitment to ERCS mission, values, strategies and programming approaches.
