This role focuses on programme and financial management, requiring close collaboration with government agencies, service providers, other donors, and Civil Society Organisations. Job Summary & Core Responsibilities

The Programme Officer will report to a Deputy Programme Manager and play a key role in managing and delivering the Embassy’s programmes. Key responsibilities include:

  • Financial Management: Proactively manage forecasts and work closely with spending partners to create realistic spending forecasts over the Financial Year. Ensure accurate budget profiling is conducted, accruals/prepayments are identified, and variances are minimized. Review partner/supplier financial reports and manage audit requirements. Ensure all requisitions, purchase orders, and invoices meet FCDO’s financial rules.
  • Programme Management: Ensure the Programme is compliant and update delivery plans. Contribute to Annual Review and Programme Completion Report exercises. Organize field visits and ensure findings feed back into the project Delivery Plan. Support the monitoring of programme delivery and work with partners to maintain an up-to-date Monitoring, Evaluation and Learning (MEL) plan.
  • Risk Management: Maintain project risk registers and proactively escalate concerns, risks, and issues. Construct straightforward delivery chain maps showing key issues and risks at each stage of FCDO funds’ movement. Ensure follow up on due diligence issues with partners.
  • Partner & Supplier Management: Develop and maintain strong, ethical relationships with project partners and suppliers. Act as the recognized first point of contact on project management issues (financial, commercial, general). Organize meetings and review partner reporting to identify areas of concern. Represent the British Embassy in project discussions.
  • General Support: Provide programme, administrative, and logistical assistance, including coordinating meetings, organizing visits and events, and maintaining records.

Qualifications, Experience & Required Skills

Essential Qualifications & Experience:

  • At least more than three years of proven experience in programme management, financial management, or another related field.
  • Proactive, self-motivated, and able to manage and deliver multiple priorities under limited supervision while working independently.
  • Strong written and verbal communication skills, with excellent organizational abilities to work under pressure and manage multiple work streams.
  • Proficient in the English language (both written and oral).

Desirable Skills & Behaviours:

  • Proficiency in Amharic and/or other Ethiopian languages is an added advantage.
  • Experience working on development, health, and humanitarian programming in Ethiopia.
  • Experience in engaging and influencing external partners and managing suppliers effectively.
  • Required Behaviours: Communicating and Influencing, Delivering at Pace, Making Effective Decisions, and Managing a Quality Service.

Employment Terms & Compensation:

  • Duration: Fixed Term (12 months) with the possibility of renewal.
  • Working Hours: 36 hours per week.
  • Salary: 901.41 USD monthly (Base salary is subject to tax and other statutory deductions).
  • Start Date: 1 October 2026.
