About UNOPS
The United Nations Office for Project Services (UNOPS) supports the successful implementation of development, humanitarian, and peacebuilding projects worldwide. The Africa Regional Office , based in Nairobi, oversees more than 250 projects across 40 countries, focusing on fragile and conflict‑affected settings.
The Horn of Africa Multi‑Country Office (HAMCO) , based in Addis Ababa, delivers project management, procurement, and infrastructure services across Djibouti, Ethiopia, South Sudan, and Sudan. HAMCO partners with governments and development stakeholders to strengthen health, agriculture, education, energy, and livelihoods, contributing to inclusive growth and the achievement of the Sustainable Development Goals (SDGs) .
Position: Programme Management Officer
Role Purpose
The Programme Management Officer will facilitate the development of new business and partnership relationships between UNOPS and its partners, while expanding UNOPS presence in Ethiopia. The role provides exposure to diverse projects and partnerships, enabling professional growth in business development, partnership management, and program support.
Key Responsibilities
Business Development: Support implementation of the MCO business strategy. Conduct donor aid flow research and market analysis. Develop proposals and capacity statements. Build and maintain partnerships with UN agencies, governments, and donors. Project Support: Prepare project documents, budgets, and legal agreements. Assist with compliance, reporting, and KPI tracking. Support coordination of corporate initiatives and knowledge sharing. Communication & Knowledge Management: Promote information circulation within MCO units. Produce high‑quality communications and visibility materials. Monitoring & Progress Control: Prepare monthly KPI reports and corporate action plan updates. Conduct ad hoc research on potential business partners. Support induction of new staff.
Qualifications
Education: Bachelor’s Degree in Business, Marketing, Economics, Management, International Affairs, Political Science, Development Studies, or related fields with 2 years of relevant experience; OR Master’s Degree in the above fields with 1 year of relevant experience. PRINCE2® Foundation/Practitioner certification is desirable. Experience: Minimum 2 years in donor relations or business development. Experience in multicultural environments or UN system organizations is desirable. Partnership development and legal agreements experience preferred. Languages: Fluent in English and Amharic (required).
