JOB SUMMARY
The Technical Advisor (TA) for Addis Ababa provides strategic and technical leadership for the implementation and continuous improvement of Community HIV care and Treatment activity in Addis Ababa. The TA will be responsible for community and facility-linked HIV care and treatment activities and OVC service delivery and works in close collaboration with government counterparts, local implementing partners, community structures, and other stakeholders to strengthen delivery of high-impact, lifesaving HIV services, improve treatment continuity and quality, and support achievement of national and PEPFAR program priorities. The position is responsible for delivering targeted technical assistance to local sub partners to ensure effective, efficient, and accountable implementation, with an emphasis on service quality, use of data for decision-making, partner capacity strengthening, and sustainability through stronger local systems and coordination.
The Technical Advisor is expected to work closely with program, MERL/quality, and senior management teams to ensure coordinated support to sub partners, timely problem-solving, and consistent implementation of approved technical guidance. The post is full-time and requires 40 hours of work per week and on a temporary basis.
SPECIFIC RESPONSIBILITIES
Provide technical leadership and day-to-day oversight for implementation of priority HIV care and treatment activities in Addis Ababa, with a focus on high-impact, lifesaving services, treatment continuity, viral suppression, retention, and quality of care.
Deliver targeted technical assistance and capacity strengthening to local sub partners, faith-based organizations (FBOs), community-based organizations, and relevant government structures to improve performance, accountability, and sustainability of HIV service delivery.
Support partners to plan, implement, and monitor annual work plans, budgets, and routine performance reviews in line with donor requirements, approved program guidance, and national priorities.
Strengthen coordination and referral linkages between community structures, health facilities, and sub-city and city-level health offices to improve continuity of care and timely access to essential HIV treatment and related clinical services.
Support implementation of differentiated, person-cantered HIV service delivery models that improve access, adherence, retention, and client outcomes, consistent with national guidance and approved donor direction.
Promote effective use of routine program and clinical data to identify gaps, prioritize corrective actions, track performance, and inform continuous quality improvement.
Collaborate with MERL and quality teams to support data quality assessments, supportive supervision, site improvement monitoring, action planning, and follow-up at community and facility levels.
Provide technical support to government and sub partner teams on community-based HIV care and support activities, continuity of treatment, viral load monitoring, case finding and linkage, prevention and management of opportunistic infections including TB, and other lifesaving service components.
Facilitate partner engagement with relevant government counterparts, technical working groups, and coordination platforms to strengthen alignment, reduce duplication, and improve implementation effectiveness.
Collaborate with other technical CHCT technical advisors and support the development, adaptation, and use of technical tools, standard operating procedures, job aids, training materials, and implementation guidance required for quality service delivery.
Coordinate regular performance review meetings, technical check-ins, and problem-solving sessions with partners to address implementation bottlenecks and accelerate progress toward agreed targets.
Prepare high-quality monthly, quarterly, annual, and ad hoc technical reports, briefs, and updates for supervisors and relevant internal stakeholders. Prepare and submit quarterly report to Addis Ababa City Administration Health Bureau.
Ensure complete, accurate, and organized documentation of program records, technical assistance provided, data files, lessons learned, and promising practices in both electronic and hard-copy formats, as required.
Represent the organization professionally in technical forums and stakeholder meetings, as delegated, and contribute to a collaborative culture of learning, accountability, and service excellence.
Participate in RST, RoTA and other platforms organized by the city administration representing Project HOPE.
Perform other duties consistent with the scope of the role, as assigned by the supervisor and technical leadership.
MINIMUM EDUCATION AND EXPERIENCE REQUIRED:
Master’s degree in Public Health, Nursing, Health Sciences, or a related field or MD.
At least eight years of progressively responsible experience in HIV prevention, care, support and treatment programs, including technical support to service delivery teams and implementing partners of which at least 5 years of higher level technical or programmatic oversight and supervision responsibility.
Strong knowledge of current U.S. Department of State/PEPFAR guidance, national HIV care and treatment policies, and approaches that advance country ownership, sustainability, and local capacity strengthening.
Demonstrated experience in a senior technical or managerial role supporting program implementation, partner performance improvement, and coordination with government stakeholders.
Strong written and verbal communication skills in English, with the ability to prepare clear technical reports, guidance, and presentations.
Proven ability to build effective working relationships and provide high-quality technical assistance to government counterparts, implementing partners, and community stakeholders.
Excellent organizational, planning, and prioritization skills, with strong attention to detail and ability to manage multiple workstreams effectively.
Experience with USG/ PEPFAR, or other donor-funded public health (HIV) programs is strongly preferred.
Advanced technical knowledge of family-cantered case management, adult, paediatric and adolescent HIV programming, referrals and linkages, and community-clinical collaboration models.
Ability to analyse and use routine program data and MER indicators to identify gaps, support decision-making, and improve partner performance.
Demonstrated skills in supportive supervision, continuous quality improvement, problem solving, and performance monitoring.
