Development Expertise Center (DEC) is inviting qualified and motivated professionals to apply for several vacant positions under its humanitarian response program in Luakdong, Gambella Region.
Established in 2007, DEC is a registered Ethiopian Civil Society Organization (CSO) working in child welfare, education, gender equality, livelihood development, advocacy, and emergency humanitarian assistance. The organization currently implements projects across Amhara, Afar, Oromia, Tigray, Gambella, Benishangul-Gumuz, and Addis Ababa.
Available Positions
Position 1: Shelter Officer (3 Positions)
Duty Station: Luakdong, Gambella
Qualifications
- Bachelor's Degree in Civil Engineering, Construction Management, Architecture, or a related discipline.
- At least 2 years of relevant experience in construction or infrastructure projects, preferably within humanitarian or development programs.
Key Responsibilities
- Assist in shelter assessments and construction activities.
- Supervise shelter construction and rehabilitation works.
- Monitor construction quality and compliance with technical standards.
- Prepare reports, Bills of Quantities (BoQs), and project documentation.
- Coordinate shelter material distribution and logistics.
- Maintain beneficiary records and collaborate with local authorities and communities.
Preferred Skills
- Experience supporting displaced communities or humanitarian programs.
- Familiarity with construction practices in the Gambella region.
Position 2: Shelter Assistant Coordinator (1 Position)
Duty Station: Luakdong, Gambella
Qualifications
- Bachelor's Degree in Civil Engineering, Construction Management, Architecture, Disaster Risk Management, or a related field. A Master's degree is an advantage.
- 3–5 years of relevant professional experience, including at least 2 years in a supervisory or coordination role.
Key Responsibilities
- Coordinate and supervise shelter construction activities.
- Lead field teams and monitor project implementation.
- Prepare technical and donor reports.
- Manage project budgets and monitor expenditures.
- Coordinate with government institutions, UN agencies, and humanitarian partners.
- Support procurement and logistics activities.
Preferred Skills
- Previous experience managing emergency shelter projects for refugees or internally displaced persons (IDPs).
Position 3: Cashier Accountant (1 Position)
Duty Station: Luakdong, Gambella
Qualifications
- Bachelor's Degree in Accounting, Finance, Economics, or a related field.
- 1–2 years of relevant accounting experience.
- NGO or donor-funded project experience is advantageous.
Key Responsibilities
- Process payments according to organizational procedures.
- Prepare financial reports and bank reconciliations.
- Monitor project budgets and cash transactions.
- Maintain financial records and support audits.
- Ensure timely settlement of government obligations.
Required Skills
- Strong knowledge of MS Office applications.
- Experience with Peachtree Accounting and IPSAS is preferred.
- Good communication and report-writing skills.
Position 4: Data Clerk (1 Position)
Duty Station: Luakdong, Gambella
Qualifications
- Degree in Information Management, ICT, Office Administration, or a related field.
- 1–2 years of experience in data entry or administrative work.
Key Responsibilities
- Enter and verify project data.
- Maintain electronic and physical records.
- Support field data collection using digital tools.
- Produce basic reports and maintain organized filing systems.
Position 5: Driver (4 Positions)
Qualifications
- Valid Ethiopian driving license.
- Previous driving experience, preferably in humanitarian or emergency response settings.
Key Responsibilities
- Safely transport staff and project materials.
- Conduct daily vehicle inspections.
- Maintain vehicle logbooks and fuel records.
- Report maintenance issues and ensure compliance with road safety regulations.
Position 6: Foreman (4 Positions)
Qualifications
- Diploma or Certificate in Construction, Civil Engineering, or a related field.
- Minimum 3 years of construction experience, including supervisory responsibilities.
Key Responsibilities
- Supervise construction teams.
- Ensure work quality and safety compliance.
- Coordinate materials and equipment.
- Monitor project progress and enforce PPE usage.
Position 7: Store Keeper (1 Position)
Qualifications
- High School Diploma or Certificate in Logistics, Supply Chain Management, Warehouse Management, or a related field.
- Minimum 2 years of warehouse or storekeeping experience.
- NGO experience is an added advantage.
Key Responsibilities
- Manage filing systems and document control.
- Maintain warehouse records and archives.
- Register incoming and outgoing documents.
- Ensure proper storage and preservation of records.
