Role description
The main purpose of the Position
Organizing and ensuring medical consultations to the target population providing treatment to patients within the scope of his/her medical competencies and referring them when appropriate, according to
MSF
protocols, procedures and the universal hygiene standards in order to guarantee quality and efficiency of the service provided
Accountabilities
In collaboration with the Project Coordinator and the rest of team, the Medical Coordinator and MoH partners, defines, implements and monitors medical activities, according to
MSF
project plans, standards and protocols. Participates in exploratory missions, situation assessments (defining medical operational priorities when needed) and the development of the project policy, annual plan, budget review and project proposal and reports to donors. Ensures regular contact with MoH and other local medical actors
Is responsible for the medical data collection, analysis and reporting to the Medical Coordination in the capital in order to ensure a proper monitoring of the program
Provides technical support to medical personnel in the field through self-knowledge and policies, ensuring compliance with the protocols of
MSF
medical activities.
Coordinates, supervises, coaches, supports and evaluates the medical team members’ performance to improve the medical components of the project and ensure compliance with
MSF
protocols and standards as well as MoH protocols.
Plans and supervises, in close coordination with the Project Coordinator, the associated processes (recruitment, training, induction, performance evaluation, development and internal / external communication) of the medical staff of the project in order to ensure both the sizing and the amount of knowledge required and improve staff capabilities.
Supervises an efficient management of the
MSF
field pharmacy and medical equipment, in collaboration with the Logistics department and project biomedical service and in consideration of program directions and protocol changes. Monitors consumption and preparation of medical orders to provide drugs, medical materials, medical devices and consumables at all circumstances and avoid stock shortage
Implements the health policy for international and national staff, providing all prophylactic and preventive necessary measures, structures and emergency plans, managing any medical evacuation in order to ensure
MSF
staff health.
MSF Section/Context-Specific Accountabilities
The PROJECT MEDICAL REFERENT will be supporting the projects for providing medical leadership, ensuring quality of care and emergency preparedness and response in the identified Health facilities:
The intervention focuses on Adey Ababa and Jemu Health Centers, which serve 18,082 under-15 children. The intervention follows an assessment that outlines the challenges in health care provision , WASH response ,and emergency response to outbreaks.
Emergency Preparedness: Train health workers in outbreak response, develop EPREP plans, and strengthen surveillance.
Healthcare Delivery: Ensure the quality of care is ensured in OPD services,nutrition screening , immunization support, and ensure continuous medical supplies.
Work in collaboration with logistic , finance and HR departments to ensure smooth functioning of the medical activities of the project.
Capacity Building: Strengthen local health systems and community resilience for sustainable impact. Ensure that that technical support and capacity building of the key MOH staff is done.
Major activities to be carried out are :
Project Design & Monitoring in line with the defined medico operational plan for the year
Define, implement, and monitor medical activities (e.g., OPD services, epidemic response, WASH in health facilities) in alignment with MSF protocols and project goals. Ensure adherence to national (MoH) and MSF standards, particularly for under-15 care in Adey Ababa and Jemu Health Centers.
Medical Team Leadership & Capacity Building
Supervise, train, and evaluate medical staff (including local MoH teams) to strengthen clinical care, outbreak preparedness, and referral systems.
Epidemic Surveillance & Response
Oversee data collection, analysis, and reporting on disease trends (e.g., malaria, measles) and Coordinate rapid responses to outbreaks in collaboration with MoH and community structures.
Pharmacy & Supply Chain Management
Ensure uninterrupted supply of essential medicines and medical equipment to target health centers, avoiding stock ruptures. Monitor consumption and align orders with program needs (e.g., malaria treatments, vaccines).
Staff Health & SafetyImplement health policies for MSF staff, including preventive measures and emergency evacuation plans, given the remote and high-risk operational environment in West Omo
