Job Summary
The
Program Manager
will work under the overall supervision of the Executive Director (ED) and in collaboration with other relevant staff. As a key program staff member, the Program Manager will help in resource mobilization, maintain program quality, and ensure compliance across all program/project activities. S/he will ensure program approaches are clearly documented, understood by the teams, and effectively implemented.
The major responsibilities of the post holder include Strategic Management, Program/Project Development & Management, Resource Mobilization, Monitoring and Evaluation, Reporting, Human Resource & Financial Management, Networking, and Learning.
Major Duties and Responsibilities
1. Project Design, Management, and Implementation
Lead the development of high-quality project proposals for various calls and existing donors to secure financial support.
Ensure timely, cost-effective execution of projects in compliance with LIVE-ADDIS’s internal procedures and donor agreements.
Prepare project budgets, track expenditures, and closely collaborate with the finance unit for financial reporting and budget revisions.
Guide MEL personnel in developing Performance Monitoring Plans (PMP) and M&E tools for systematic outcome documentation.
Prepare, review, and monitor annual/quarterly work plans, procurement actions, and regular progress reports (Monthly, Quarterly, Biannual, and Annual) for government offices, donors, and stakeholders.
Conduct project site visits to provide technical feedback, guidance, and capacity building to field-level staff.
Maintain strong collaboration with federal, regional, Sub-City, and Woreda authorities, as well as donor agencies.
2. Resource Mobilization (RM)
Plan, organize, direct, and coordinate all Resource Mobilization activities, including mission-related Income Generating Activities (IGA).
Initiate, lead, and regularly update the Resource Mobilization Strategy (RMS) aligned with the Strategic Plan and Management (SPM) of the charity.
Map key supporters (professionals, business people, volunteers, board members, donors) and maintain an active supporter database.
Assess constituency feedback regularly to improve the services and image of the organization.
3. Financial Management & Coordination
Review project budgets, manage resource allocation, and ensure compliance with donor and government regulations.
Approve program/project and administrative budget requests ensuring proper resource utilization.
Lead and support the organization of training programs, experience-sharing sessions, and regular coordination meetings.
4. Networking, Partnership, and Knowledge Management
Serve as the key liaison point to establish effective working relationships with government, donors, and partners (especially women-focused and women-led organizations).
Represent LIVE-ADDIS in high-level engagements and partnerships.
Systematically document best practices, case studies, and knowledge products generated through project implementation.
Act as a backup to the Executive Director in leading and representing the organization when required.
Required Educational Qualification & Experience
Education:
MA/MBA/MSc in Social Sciences, Development Management, Sociology, Community Development & Leadership, Project Management, or related fields.
Experience:
Minimum of
5 years
of progressive experience as a Program Manager, Project Manager, Program Coordinator, or Project Team Leader within NGOs/CSOs.
Technical Skills:
Proven experience in project design, proposal writing, fund-raising, and Monitoring, Evaluation & Learning (MEL).
Language & Communication:
Excellent written and spoken skills in both
English and Amharic
with demonstrated report-writing skills.
Computer Skills:
Proficient in MS Office (Word, Excel, PowerPoint), Internet, and Database Management.
Interpersonal Skills:
Strong leadership, human management, negotiation, problem-solving, and relationship-building abilities under pressure.
