Role description

The Procurement and Contracting Specialist is part of the wider procurement team and works closely with project teams to provide expert support and guidance throughout the procurement and contracting cycle. The role supports procurement planning, preparation and review of procurement documentation, tendering processes, contract negotiations, and the drafting and review of contractual documents, ensuring compliance with applicable policies, procedures, and regulatory requirements. A key focus of the role is the drafting and review of financing agreements and local contribution arrangements in close coordination with project teams and relevant stakeholders. The specialist ensures that contractual, financial, and compliance requirements are appropriately reflected, supports the identification of contractual risks, and contributes to the development of sound and effective agreements that enable successful project implementation. A. Responsibilities ·         Provide specialist procurement and contracting advice and support to project teams throughout the procurement and contracting cycle. ·         Maintain an overview of ongoing procurement and contracting procedures within the assigned portfolio, proactively monitor progress, anticipate upcoming actions and deadlines, and ensure timely follow-up in coordination with project teams and procurement colleagues. ·         Support the planning, preparation, implementation, and review of procurement processes in accordance with applicable policies (P+R), procedures, and regulatory requirements. ·         Draft, review, and provide advice on contracts, financing agreements, and local contribution arrangements, ensuring that contractual, financial, and compliance requirements are appropriately addressed. ·         Support negotiations with contractors, suppliers, and partners to achieve clear, effective, and compliant contractual arrangements. ·         Identify procurement and contractual risks and provide recommendations for appropriate mitigation measures. Ensure the quality, consistency, and compliance of procurement and contractual documentation and knowledge management. B. Tasks §  P§  Provide procurement and contracting support to project teams, including advice on procurement approaches, procedures, timelines, and contractual requirements. §  Prepare, review, and coordinate procurement documentation, including tender documents, evaluation materials, contracts, and related records. Combined with a precise and detail-oriented approach to drafting, reviewing, and analysing procurement documents, contracts, financing agreements, and related correspondence. §  Support the drafting, review, and negotiation of financing agreements and local contribution arrangements, ensuring that relevant contractual, financial, and compliance requirements are accurately reflected. §  Monitor assigned procurement and contracting procedures, maintain an overview of progress and upcoming milestones, and proactively follow up on actions required to ensure timely completion. §  Coordinate with project teams, procurement colleagues, and relevant stakeholders to facilitate efficient decision-making and resolution of procurement or contractual issues. §  Review contractual documents and agreements to identify risks, gaps, and required amendments, and provide recommendations for appropriate action. §  Maintain accurate procurement and contract documentation in accordance with internal procedures and audit requirements. §  Support reporting, tracking, and analysis of procurement and contracting activities within the assigned portfolio. Contribute to the improvement and standardization of procurement tools, templates, processes, and guidance material About You Qualifications ·         Bachelor’s degree in Procurement, Supply Chain Management, Law, Commerce, Business Administration, Finance, or a related field. A Master’s degree is an advantage. Professional experience ·         Minimum of (5) five years of proven experience in procurement and contract management, including procurement planning, tendering, contract administration, and the application of relevant procurement legislation, policies, and procedures. ·         Demonstrated knowledge and experience in drafting financing agreements and local contribution arrangements, with strong organizational, analytical, and stakeholder management skills, and the ability to proactively manage multiple priorities and meet strict deadlines while ensuring compliance. ·         Strong analytical, organizational, and problem-solving skills, with the ability to manage multiple procurement and contract management activities simultaneously, work proactively, and meet strict deadlines. ·         Excellent communication, negotiation skills, with a high level of integrity and professionalism and the ability to work autonomously. ·         Fluency in Amharic and English. Proof of excellent written and verbal communication skills in English, with the ability to draft clear, precise, and well-structured procurement documents, contracts, financing agreements, and professional correspondence. Knowledge of German at a professional level is an advantage. Other knowledge, additional competencies ·         Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook) and willingness to learn about the GIZ-specific applications (S4GIZ). ·         Sound understanding of GIZ’s role as part of the international development sector and its compliance frameworks, risk management principles, data protection and ethical procurement practices. ·         Knowledge of records management, reporting requirements, and audit practices. ·         Ability to work autonomously, taking initiatives within the defined responsibility frame and as part of a multicultural and international team
