Role description
Job Purpose:-
The Portfolio Manager for the Construction Sector under the CPMO is responsible for overseeing, aligning, and optimizing the execution of all construction, infrastructure, and engineering projects within the Kerchanshe Group. This strategic role ensures that the construction portfolio directly maps to corporate growth objectives, achieves maximum resource efficiency, and mitigates cross-project risks. The incumbent establishes governance frameworks, prioritizes projects, monitors overall financial and operational health, and serves as the critical interface between executive leadership, Engineering project teams, and external stakeholders.
Key Responsibilities and Accountabilities
Strategic Alignment & Governance
Define, implement, and enforce standard project management methodologies, templates, and governance frameworks across all construction initiatives.
Evaluate new construction project proposals and business cases to ensure absolute alignment with Kerchanshe Group's long-term business strategy.
Establish key performance indicators (KPIs) and operational metrics to objectively measure portfolio health, delivery speed, and cost efficiency.
Portfolio Oversight & Capital Delivery
Maintain absolute visibility over the entire lifecycle of all construction projects, from conceptual design and feasibility through to structural execution, Operational and commissioning.
Track portfolio-level milestone achievements, identifying lagging tracks early to orchestrate course-correction mechanisms.
Provide executive-level reporting, dashboards, and analytical insights directly to the CPMO.
Financial & Resource Optimization
Oversee the aggregate portfolio budget planning, tracking variance, cash flow requirements, and capital expenditure (CapEx) trends.
Optimize the allocation of shared, scarce resources—such as heavy machinery, specialized engineering talent, and construction materials—across multiple active sites to eliminate idle time and operational bottlenecks as advisor and consultant roles on behalf of the group CPMO.
Review and approve major variation orders, contract amendments, and payment certificates before final executive clearance.
Risk Management & Quality Assurance
Develop comprehensive portfolio risk registers to proactively manage macroeconomic, regulatory, supply chain, and safety risks.
Conduct periodic technical and operational audits across active construction sites to guarantee adherence to structural engineering standards, local building codes, and standard HSE protocols.
Facilitate conflict resolution and complex problem-solving when critical disputes arise between project teams, contractors, and consultants.
Stakeholder & Contract Management
Manage high-level relationships with government authorities, planning bureaus, external engineering consultants, sub-contractors.
Collaborate closely with Kerchanshe Engineering unit, Procurement and Legal departments to ensure robust contractual terms, SLA enforcement, and transparent tendering processes.
Key Performance Indicators (KPIs)
Portfolio Variance: Maintenance of overall portfolio cost and schedule variance within a ±5% threshold, success rate of the corporate project portfolios.
Resource Utilization: Maximization of heavy machinery and core engineering workforce utilization rate across all active sites.
Governance Compliance: 100% adherence of all project tracks to the corporate CPMO gateway review process.
HSE Compliance: Zero critical safety or legal non-compliance incidents across managed construction projects.
Stakeholder Satisfaction: Positive feedback loop ratings from internal business units and the executive committee on project transparency and delivery through CPMO.
Qualification and Skills
Education:
Bachelor's degree in
Civil Engineering, Construction Management, Structural Engineering, or a highly related discipline. A Master’s degree is highly preferred.
Professional Certification:-
Project Management Professional licenses or certificates in local/international engineering bodies is an added advantage.
Experience:
A minimum of 10–12 years of progressive experience in large-scale construction project execution, with at least 5 years explicitly served in a portfolio management, or senior PMO leadership role within a reputable conglomerate or Grade 1 construction firm.
Technical Skills:-
Profound proficiency in enterprise project portfolio management software (e.g., Primavera P6 or MS Project Enterprise).
Strong command over Civil engineering review concepts, financial modeling, earned value management (EVM)
contract administration (FIDIC suites).
Behavioral Competencies

Working Condition:
Frequent travel to other project sites is required as part of the role.
