Role description

We are a humanitarian organization working in partnership with the Ethiopian government, the International Federation of the Red Cross and Red Crescent Societie (IFRC), the International Committee of the Red Cross (ICRC), partnering national societies, volunteers and our beneficiaries.

Position 1: Senior, Human Resource Officer

  • Work Unit:                  Talent Acquisition and HR Administration Division
  • Reports to:                   Talent Acquisition and HR Administration Manager

Qualification Requirements:

  • Second/First degree in Human Resource Management/Personnel Management/ Management/ Public Administration, Business Management, Business Administration
  • 6/8 years related work experience, out of which 3/4 years in a senior position(s).

Key performance area

  • Participate in preparation of long-term, medium-term and short-term plan of the work unit together with the HR Manager and in enforcing implementation of same upon approval;
  • Identifies vacant jobs, receives employment requisitions and checks whether they have budget coverage and are active enough for filling; prioritizes vacancies, recommends filling by way of transfer, promotion or recruitment as appropriate;
  • Formulates notifications of personnel actions pertaining to vacancy advertisement, screening short list, appointment, transfer, promotion, appraisal, suspension and employment contract terminations
  • Carries out preliminary screening and short listing of job applicants for further consideration and action by superior and recruitment committee;
  • Processes other personnel functions of placement, orientation, compensation, transfer, promotion, appraisal, discipline, termination and social security of the employees in consultation and collaboration with HR manager;
  • Ensures proper function of both the HR SAP system & job applicants’ application platforms in proper manner and manage them accordingly;
  • Prepares and participates in vacancy announcements, examinations, interviews, spreadsheets of short-listed applicants and other recruitment status announcements;

Position 2: Early Action and Early Warning (Anticipatory Action) Specialist

Work Unit:     Disaster Preparedness and Response Department
Reports to:    Disaster Preparedness and Response Division Manager

Key performance area

Provide technical guidance on the development, validation, and operationalization of early warning triggers for different hazards (e.g., drought, epidemics, floods)
Work with other technical team members of Government, ERCS, Partner National Societies and IFRC to localize at regional levels the existing early action protocols (EAPs) for floods, drought and epidemics;
Dissemination of EAPs, simulation of EAPs, and updating the EAPs aligned to the simulation or activation lessons learnt;
Support the integration of meteorological and hydrological data into ERCS’s early warning and early action frameworks;
Develop and enhance tools for forecasting and risk assessment tailored to local contexts.
Regularly access, analyze forecast information from different sources and provide timely, adequate quality advisories to ERCS senior management, project coordinators and other technical staffs to make the necessary action to reduce the negative impacts of predicted events;
Act as a technical focal person for ERCS in early warning and forecasting;
Establish effective coordination mechanisms with the Ethiopian Meteorology Institute, EDRMC, other government ministries, departments, and other key stakeholders to ensure data sharing and joint analysis;

Qualification Requirements:

  • Second/First in: Disaster Risk Management, Project Management, GIS, Statistics, Information technology, Climate/Environmental Science and related fields.

Experience

  • Minimum 7/9 years related work experience.
