Ethiopian Capital Market Authority is established by Capital Market Proclamation No 1248/2021 as an autonomous Federal Regulatory Authority. One of the major objectives of ECMA is to ensure the existence of a capital market environment in which securities can be issued and traded in an orderly, fair, and efficient manner.

ECMA, as a regulatory authority, grants licenses to any person to operate as a security exchange, derivative exchange, security depository and clearing company, capital market service provider, over-the-counter trading facility or any other activity deemed by ECMA as a regulated activity under its jurisdiction.

Position: Senior Strategy and Change Management Officer II

Qualification Requirements:

• Bachelor’s degree or higher in Economics, Finance, Business Administration, Strategic Management, Public Policy, Industrial Engineering, Statistics, Monitoring & Evaluation, or a closely related quantitative/business field from an accredited institution.
• Minimum of six (6) years of progressively responsible technical experience in strategic planning, M&E systems design, BPR execution, digital transformation coordination, or economic policy research. Experience must have been gained within a financial regulatory authority, capital market institution, commercial bank, multilateral agency, or tier-one corporate strategy practice.

The Senior Strategy and Change Management Officer II serve as the principal technical anchor for cross-cutting strategic initiatives, monitoring and evaluation, business process reengineering, and organizational transformation across the Ethiopian Capital Market Authority.

The role bridges macro-level policy direction with operational execution by translating statutory mandates and the Authority’s Master Plan into actionable directorate roadmaps. It drives the reengineering of regulatory workflows, the deployment of Supervisory Technology and digital transformation solutions, and the leadership of institutional change initiatives across the broader capital market ecosystem..
