We are seeking an experienced Civil Works Construction Oversight Manager for a 4-month full-time engagement, with the expectation of extensive time on site at both project locations. The role covers two hybrid solar mini-grid sites in Southern Ethiopia — Murche (~800 kWp) and Lelicho (~600 kWp) — forming part of the Ethiopia DREAM Project, a flagship programme integrating renewable energy generation with agricultural irrigation and community water services.
About the Project:
The Ethiopia DREAM Project — Distributed Renewable Energy and Agri-water for Markets — is financed by AfDB SEFA (concessional debt) and GEAPP/SNV (grant), with InfraCo Africa as lead sponsor. The project combines solar-hybrid mini-grid power with irrigation and water services across two sites, serving approximately 800 customer connections and anchored by over 14 borehole and two surface pumping systems from a river. Irrigation facilities construction is underway at Murche, with Lelicho to follow. DFI oversight, reporting obligations, and safeguard compliance are integral to the project’s governance framework.
About the Role:
This is a field-intensive, owner’s representative role. You will not self-perform construction — you will oversee, inspect, and quality-assure the civil works contractors executing site works, foundations, civil structures, cable trenching, borehole head-works, and associated site infrastructure across both sites. A significant portion of your time will be spent on site at Murche and Lelicho. DFI-grade construction monitoring, formal documentation, and structured reporting to the project’s financing parties are core deliverables of this role.
Responsibilities:
Construction Oversight & Contractor Management:
Act as owner’s representative for all civil works packages across Murche and Lelicho, ensuring contractors deliver in accordance with approved designs, specifications, and contract terms.
Review and approve contractor method statements, inspection and test plans (ITPs), and work programmes prior to construction commencement.
Develop construction checklist and communication tools /templates such as work order, construction suspension, request for information, variation order, instruction for materials test, execution of critical activities etc.
Conduct systematic site inspections at all stages of civil works — earthworks, foundations, civil structures, cable trenching, borehole head-works, and equipment plinths — and maintain formal inspection records.
Identify non-conformances, issue formal NCRs, and follow up to ensure corrective actions are implemented and closed out in a timely manner.
Monitor contractor progress against baseline schedules; flag delays early and work with contractors to develop and implement recovery plans.
Certify payment certificates prepared by the contractor based on the actual take-off sheets during the courses of construction
Coordinate with electrical and mechanical installation teams to sequence civil works handovers and avoid interface delays.
Quality Assurance & HSES Compliance:
Implement and enforce the project Quality Management Plan for all civil works activities.
Ensure construction materials quality (based on the specification) supplied at site before use or installation
Ensure quality of construction compliance with the minimum of the
Ethiopian Building Code Standard
(EBCS)
Ensure full compliance with Health, Safety, Environmental and Social (HSES) standards and DFI safeguard requirements (IFC Performance Standards) throughout construction.
Conduct daily and weekly HSES site inspections; maintain formal records of toolbox talks, safety observations, and incident reports.
Ensure capturing data at all stage of the construction for the development of the as built drawings
Promote a strong safety culture on site through direct engagement with contractor supervisors and workers.
DFI-Grade Reporting & Documentation:
Prepare and submit structured daily, weekly, and monthly civil works progress reports to the Ethiopia Technical Lead, formatted to DFI reporting standards and inclusive of photographic evidence.
Maintain a complete and auditable site diary and document register covering RFIs, submittals, drawings, NCRs, variation orders, and ITP sign-offs — to the standard expected by AfDB and GEAPP-SNV monitoring requirements.
Contribute directly to formal DFI construction monitoring reports, including progress-against-milestones narratives, safeguard compliance updates, and HSES incident logs.
Review and certify contractor payment applications and progress claims in line with contract milestones and DFI disbursement requirements.
Support Independent Engineer (IE) site visits and DFI monitoring missions with documentation, site access, and briefings as required.
Stakeholder & Community Engagement:
Build and maintain productive working relationships with local communities, contractors, and local government counterparts at both sites.
Ensure civil works are conducted in a socially responsible manner consistent with IFC Performance Standard requirements.
Liaise with the project ESHS team to address community grievances arising from civil works activities promptly and in line with the project’s Grievance Redress Mechanism.
Qualifications:
Education & Professional Certifications:
Minimum of a Bachelor’s degree in Civil Engineering or a closely related discipline from a recognised university.
Advanced degree in Civil Engineering, Structural Engineering, or Construction Project Management is a strong advantage.
Membership or registration with a recognised professional engineering body is desirable.
Formal project management qualifications (e.g., PMP, PRINCE2) are favourably considered.
Relevant Experience:
Minimum of 6 years of hands-on experience in civil works construction oversight, resident engineering, or owner’s engineer roles.
Prior experience on DFI-financed projects is essential — candidates must demonstrate direct familiarity with DFI construction monitoring frameworks, safeguard compliance obligations, and formal reporting requirements (e.g., AfDB, IFC, World Bank, KfW, AFDB, or equivalent).
Experience on at least one of the following is preferred:
Solar PV mini-grid or utility-scale solar power plant — civil supervision or owner’s representative role.
Utility power infrastructure — substations, rural electrification, or grid extension programmes.
Off-grid water or irrigation infrastructure in Sub-Saharan Africa.
Proven experience overseeing third-party civil works contractors: issuing NCRs, managing ITPs, administering FIDIC or equivalent contracts.
Demonstrated ability to produce DFI-grade construction monitoring reports and maintain auditable project documentation to the standard required by multilateral or bilateral development finance institutions.
Experience in Ethiopia or East Africa is strongly preferred; prior work in Southern Ethiopia or Arba Minch region is a significant advantage.
Technical Skills:
Strong understanding of civil engineering principles as applied to power plant and distribution infrastructure: foundations, cable trenching and ducting, equipment plinths, civil drainage, and site access.
Ability to read and interpret civil engineering drawings, specifications, and bills of quantities with confidence.
Working knowledge of construction contracts (FIDIC or equivalent); competence in administering NCRs, RFIs, and variation orders.
Proficiency in construction scheduling and planning tools (MS Project or equivalent).
Competency in construction quality management systems and HSES compliance frameworks relevant to DFI-financed energy or infrastructure projects.
Soft Skills:
Strong leadership and communication skills; ability to enforce quality and safety standards firmly with contractors while maintaining productive relationships.
Highly organised with rigorous attention to documentation, formal record-keeping, and structured DFI-standard reporting.
Resilient and solutions-oriented in challenging field conditions; comfortable working at remote sites with limited infrastructure for extended periods.
Cultural sensitivity and strong interpersonal skills for effective community and stakeholder engagement.
Proactive and self-directed; able to manage multiple concurrent work packages with limited day-to-day supervision.
Language:
Excellent professional English (written and spoken) is required — DFI reporting is conducted in English. Amharic proficiency is a strong advantage. Knowledge of local languages in Southern Ethiopia is an additional asset.
Additional Requirements:
Commitment to extensive field presence at Murche and Lelicho throughout the 4-month engagement; this is not a desk-based or Addis Ababa-based role.
Arba Minch base preferred;
Valid driver’s licence with a clean driving record; experience driving 4WD vehicles on unpaved roads in rural environments.
Physically fit and able to work in challenging field environments.
