About the Africa Integrity Indicators (AII)

The Africa Integrity Indicators (AII) is a flagship initiative of AFIDEP that provides comprehensive governance and integrity data across African countries. The AII platform offers quantitative and qualitative indicators that track the state of governance, transparency, and accountability across Africa. The current website serves as the primary access point for policymakers, researchers, civil society organisations, and the general public to engage with this data. Objective of the Assignment

Through this Terms of Reference (ToR), AFIDEP invites proposals from reputable and qualified companies with a proven track record in designing and developing digital solutions for non-profit, research, and international development organisations. The objective is to revamp the Africa Integrity Indicators website to provide an enhanced, interactive, and user-friendly experience that improves access to governance data, visualisations, and policy insights across Africa.

The proposed redesign should incorporate an attractive and professional look-and-feel, intuitive navigation, interactive data visualisation capabilities using Power BI or Tableau, and an organised display of content.

Scope of Work and New Features

The revamped website shall include the following key features and improvements:

  1. Country Profile Pages
  • Develop dedicated pages for each of the 55 African countries.
  • Each country page shall include:
    • A governance performance summary
    • Key indicator scores
    • Trends over time (longitudinal data views)
    • Regional comparisons
    • Short policy insights and recommendations
  • Pages should be visually clean, data-rich, and accessible to both technical and non-technical users.
  1. Enhanced Data Visualisation
  • Introduce interactive dashboards and charts powered by Power BI or Tableau
  •  Integrate interactive dashboards and charts using Power BI, Tableau or custom dashboards, with filters by country, region, year, indicator, and governance category.
  • Dashboards shall allow users to:
    • Compare governance performance across countries
    • Track governance and integrity trends over time
    • View regional performance summaries
    • Explore indicator rankings and scores
  • Visualisations must be embedded/integrated seamlessly into the website and optimised for both desktop and mobile devices.
  1. Improved Homepage Design
  • Improve the visual identity, information architecture, navigation, and user experience of the AII website.
  • Design a modern, professional, accessible, and mobile-first user interface aligned to Africa Integrity Indicators  branding.
  • Redesign the homepage to serve as a dynamic, engaging entry point.
  • The homepage shall prominently feature:
    • Key governance insights and highlights
    • Latest publications, reports, and blogs
    • Featured data visualisations and country spotlights
    • Quick-access navigation to country profiles, datasets, and resources
  1. Strengthened Search and Filtering
  • Implement advanced filtering and search tools to improve data discoverability.
  • Users shall be able to filter and search by:
    • Country
    • Indicator
    • Region
    • Year
    • Governance category
  • A comprehensive free-text search function shall be available across all content types including publications, blog posts, data, and events.
  1. Resource and Publications Repository
  • Maintain and enhance the existing downloads and publications section.
  • Resources shall include policy briefs, reports, working papers, factsheets, and journal articles.
  • Filters shall include type of publication, keywords, country, year, and author.
  • Provide searchable, filterable, and SEO-friendly publication pages with abstracts, metadata, authors, publication dates, countries, themes, and download links.
  1. News, Blogs, and Multimedia
  • Maintain a dynamic news and events section featuring blogs, photo stories, videos, and podcasts.
  1. Key Performance Indicators (KPIs) Dashboard
  • Integrate a KPI monitoring section that tracks platform performance including traffic, engagement, and user behaviour.

Homepage Modern landing page with governance highlights, featured dashboards, latest publications, country spotlights, blogs/news/events, and quick access to data and country profiles.
Country Profiles 55 dedicated country pages
Data Dashboards Power BI ,Tableau or custom dashboards with filtering by country, region, year, indicator, governance category, ranking, and score.
Search and Filters Site-wide free-text search and advanced filters across content, data, publications
Publications Repository Structured repository for reports, policy briefs, factsheets, papers, datasets, multimedia, and related metadata.
News, Blogs, Events, Multimedia Dynamic publishing sections with author attribution, featured images, categories, tags, sharing, and related content.
Multilingual Support English and French navigation, content templates, translation workflow, language switcher
Newsletter Signup Subscription form connected to AFIDEP-approved email marketing or mailing list system, with consent wording.
Analytics and KPI Dashboard GA4/Search Console setup
Administration User-friendly editing interface, media management, workflow controls, and training materials.

Deliverables

  1. Fully revamped AII website with modern visual design, optimised URLs, and enhanced functionality.
  2. Interactive country profile pages (54 countries) with embedded/integrated  Power BI or Tableau dashboards.
  3. Data visualisation style guide aligned to AFIDEP branding.
  4. Advanced search and filtering system.
  5. Download tracker to track downloads of outputs, knowledge products, datasets, and other resources.
  6. Platform management manual.
  7. Training for support staff and system administrators.
  8. 12 months of post-launch technical support and maintenance.
  9. Full source code handover to AFIDEP’s ICT Officer.

Technical Specifications

CMS WordPress CMS, using secure, well-supported plugins and a maintainable custom theme or child theme as appropriate.
Data Visualisation Power BI ,Tableau or custom dashboards. Vendor must demonstrate expert-level dashboard design, embedding, optimisation, and documentation.
Hosting Client-specified hosting environment
Security SSL certificate, Cloudflare or equivalent (DDoS, SQL injection, XSS, malware, brute force protection), three-level backups, WordPress updates every 6 months
Performance review Optimised for mobile and low-bandwidth access

Work Setting

Timing and Duration

  • Contract duration: Six weeks
  • Expected start date: As soon as possible
  • Website development to be completed within two weeks-3 weeks of contract signing
  • User manual, training, and maintenance to commence from week three-Week five

Working Relationships The selected company will work under the supervision of AFIDEP’s ICT Officer and in close consultation with the Communications and Policy Engagement Manager or their designate.

Requirements for the Vendor

The company should have:

  • Proven experience in web design for non-profit, research, and international development organisations- 5 samples
  • Demonstrated expertise in Power BI, Tableau or custom dashboards for interactive data visualisation and dashboard development- including sample dashboards or links to relevant work
  • Familiarity with WordPress CMS and relevant plugins
  • Proficiency in HTML, CSS, JavaScript, XML, and related web technologies
  • Strong understanding of UX/UI design principles including accessibility and low-bandwidth optimisation
  • Experience with Google Analytics, SEMrush, and Search Engine Optimisation (SEO)
  • Knowledge of data security best practices
  • Ability to develop KPI frameworks for monitoring platform performance.

Technical Proposal Requirements

  • Description of the firm and its qualifications

  • Understanding of project requirements, including assumptions
  • Proposed approach and methodology
  • Proposed team structure and project team members
  • Evidence of expertise in Power BI, Tableau or custom dashboards with sample dashboards
