Organizational Overview
Nexus Ethiopia is a national non-governmental and non-profit making humanitarian organization established and registered as a National NGO as per the new CSO's proclamation 1113/19 with the registration number of 6225. Nexus Ethiopia is mandated to operate in all regions and City Administration in Ethiopia.
In partnership with HELVETAS Ethiopia, Nexus Ethiopia is implementing the project entitled “Skills for Employment in Tigray (SET) Project piloting the project in Mekelle and expanding to other towns.
Job Summary
The Project Officer is responsible for supporting the implementation, coordination, monitoring, and reporting of field-level project activities under the Skills for Employment in Tigray (SET) Project. The role facilitates employment promotion, enterprise development, financial inclusion, skills development, and stakeholder engagement interventions while strengthening collaboration among government institutions, TVET providers, employers, financial institutions, and community actors. The Project Officer supports systems-strengthening initiatives, promotes inclusive and conflict-sensitive approaches, and contributes to achieving sustainable employment and economic empowerment outcomes for youth.
Key Responsibilities
Project Implementation and Technical Support
Support implementation of project activities in accordance with approved work plans, budgets, donor requirements, and organizational policies.
Facilitate employment promotion activities including job matching, job placement, internships, apprenticeships, career guidance, and job fairs.
Support enterprise development interventions through business planning, entrepreneurship training, business coaching, mentoring, and market linkage activities.
Assist in implementation of skills development and TVET-related activities, ensuring alignment with labour market needs and employer requirements.
Support implementation of financial inclusion interventions by facilitating linkages between youth, SACCOs, MFIs, banks, and other financial service providers.
Promote participation of women, youth, persons with disabilities, and other underserved groups in project activities.
Stakeholder Engagement and Systems Facilitation
Build and maintain effective working relationships with government bureaus, TVET institutions, employers, private sector actors, financial institutions, community structures, and development partners.
Facilitate collaboration among training providers, employers, financial institutions, and government stakeholders to strengthen employment and skills development systems.
Support organization and facilitation of stakeholder forums, partnership meetings, technical working groups, and coordination platforms.
Contribute to strengthening local networks and partnerships that support youth employment, enterprise development, and economic inclusion.
Monitoring, Evaluation, Accountability and Learning (MEAL)
Support implementation of project monitoring, evaluation, accountability, and learning activities.
Collect, verify, analyze, and report field-level data using approved digital tools and data management systems.
Support tracer studies, outcome monitoring, employment tracking, enterprise performance monitoring, and beneficiary follow-up activities.
Document lessons learned, best practices, case studies, success stories, and project achievements.
Facilitate community feedback mechanisms and support accountability processes.
Contribute to evidence-based planning, adaptive management, and continuous project improvement.
Advocacy and Community Engagement
Support implementation of project advocacy initiatives and awareness-raising activities related to employment, skills development, enterprise promotion, and financial inclusion.
Facilitate stakeholder dialogue sessions, community consultations, and engagement events.
Support dissemination of project evidence, lessons learned, and success stories to relevant stakeholders.
Compliance, Inclusion and Risk Management
Ensure project activities comply with donor requirements, organizational policies, and applicable government regulations.
Promote Gender Equality and Social Inclusion (GESI) principles throughout project implementation.
Apply conflict-sensitive and Do-No-Harm approaches in all project activities and stakeholder engagements.
Identify implementation challenges and risks and promptly report them to the Project Manager with recommended mitigation measures.
Support safeguarding, accountability, and protection measures within project implementation.

Qualifications & Experience
Bachelor’s degree in Development Studies, Social Sciences, Project Management, or a related field.
Minimum
3–5 years
of experience implementing projects in NGOs, community development, or similar settings especially on employment and skills development projects
Experience in Mental Health and Psychosocial Support (MHPSS), psychosocial programming, or referral systems is an asset.
Experience in employment promotion, TVET, enterprise development, livelihoods, youth empowerment, or economic inclusion programmes.
Experience working with government institutions, private sector actors, financial institutions, and community structures. .
Skills & Competencies
Strong project coordination, planning, and organizational skills.
Excellent communication, facilitation, and relationship-building skills.
Understanding of labour market systems, TVET, employment promotion, and enterprise development.
Knowledge of financial inclusion approaches and engagement with SACCOs, MFIs, and financial service providers.
Ability to collect, analyze, and report field data accurately.
Cultural sensitivity, adaptability, and ability to work independently and in teams.
Local language proficiency and local context knowledge is mandatory
