ABOUT ACTED REACH and IMPACT
ACTED is a French humanitarian NGO, founded in 1993, which supports vulnerable populations, affected by humanitarian crises worldwide. ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, in order to break the poverty cycle, foster development and reduce vulnerability to disasters. Their interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach that is both global and local and adapted to each context.
IMPACT Initiatives is a humanitarian NGO, based in Geneva, Switzerland. The organisation manages several initiatives, including the REACH and PANDA Initiatives. The IMPACT team comprises specialists in data collection, management and analysis, GIS and remote sensing. IMPACT was launched at the initiative of ACTED, an international NGO with headquarters based in Paris and presence in thirty countries. The two organizations have a strong complementarity formalized in a global partnership, which allows IMPACT to benefit from ACTED’s operational support in its fields of intervention.
DDUTIES AND RESPONSIBILITIES
Under the supervision of the Research Manager, the Assessment Officer will be responsible for the implementation of assigned research cycles and management of day-to-day assessment activities. The Assessment Officer will work closely with the assessment, data, GIS, field, operation and relevant external stakeholders throughout the research cycle. More specifically the Assessment Officer is responsible for the following:
RESEARCH PLANNING
Conduct and/or oversee secondary data reviews and contextual analyses to inform assessment design and methodology development.
Ensure all assigned research cycles are designed and implemented in accordance with IMPACT’s Research Cycle Guidelines, quality standards, and project requirement.
Design and review data collection tools in close coordination with assessment team, ensuring methodological rigor and relevance to research objectives.
Draft assessment Terms of Reference (ToRs), methodological notes, and supporting documentation, and ensure validation by line manage and IMPACT HQ prior to data collection.
RESEARCH IMPLEMENTATION
In coordination with Field Officers, plan and oversee primary data collection activities, including enumerator recruitment, training, and deployment.
Monitor data collection to ensure adherence to approved ToRs, methodologies, quality standards, and timelines.
Provide regular updates on assessment progress, emerging challenges, and mitigation measures to the line manager.
Coordinate with ACTED support departments to ensure timely planning and implementation of logistics, administration, finance, security, and HR requirements related to assessments.
Ensure all collected data is securely stored, managed, and protected in accordance with IMPACT Data Management Guidelines and approved ToRs.
Conduct qualitative analysis using Data Saturation Analysis Grid (training will be provided by IMPACT) of primary and secondary data in line with approved methodologies and analytical frameworks.
DRAFTING OF RESEARCH PRODUCTS
Draft high-quality research outputs, including factsheets, briefs, reports, and presentations, in line with IMPACT guidelines and project requirements.
Ensure all products accurately reflect research findings and provide clear, actionable evidence for decision-making.
Develop outputs according to agreed timelines and proactively communicate any delays, risks, or challenges affecting deliverables.
Ensure all research products undergo internal quality assurance and receive HQ validation prior to external dissemination.
Support Research Manager in preparation of dissemination materials, presentations, and briefing packages for partners, donors, and coordination platforms.
EXTERNAL ENGAGEMENT
Engage relevant stakeholders throughout all stages of the research cycle, including design, data collection, analysis, validation, dissemination, and learning.
Present assessment methodologies, findings, and recommendations to external stakeholders to promote evidence uptake and operational impact.
Represent IMPACT in coordination meetings, technical working groups, and external engagements as delegated by the line manager.
KNOWLEDGE SHARING AND LEARNING PROCESSES
Document lessons learned, best practices, and operational challenges throughout the research cycle.
Contribute to after-action reviews and learning exercises to improve future assessment design and implementation.
INTERNAL COORDINATION
Participate actively in regular team meetings, planning sessions, and technical discussions.
Maintain close coordination with assessment, data, GIS, field, and operations teams to ensure effective research implementation.
Provide timely updates to the line manager on assessment progress, risks, challenges, and support needs.
Contribute to project planning, proposal development, and strategic discussions as requested.
QUALIFICATIONS
Required
Years of work experience
3 years of relevant working experience in a humanitarian setting, such as monitoring and evaluation, assessments, research design and analysis, etc.;
Research skills
Excellent qualitative research design and data analysis experience required; quantitative experience an asset;
Familiarity with aid system
Good understanding of the aid system and the research community.
Thematic experience
Prior experience with third party monitoring is an asset;
Communication/reporting skills
Excellent verbal and written communication and drafting skills for effective reporting required;
Academic qualifications
Excellent academic qualifications, including a master’s degree or equivalent in a relevant discipline (e.g. international studies, development, humanitarian response, data science, political science, etc.);
Software skills
Proven knowledge of the Microsoft Office Suite, to include Word, Excel, and PowerPoint. Experience with qualitative analysis software (e.g. MAXQDA) is desirable. Familiarity with Adobe InDesign is an asset
Security environment
Ability to operate in a complex and challenging security environment.
Language skills
Fluency in English required, competency in Amharic is an asset.
Multi-tasking skills
Ability to multitask with tight deadlines, on numerous research cycles;
Level of independence
Proven ability to work independently;
