Job Title: Senior Medical Device Management Coordinator
Location: Ministry of Health, Addis Ababa, Ethiopia, with potential field visits
Reports to: Pharmaceutical and Medical Device Lead Executive Office (PMD LEO)
Employment Type and Duration: The contract will be for one year (12 months), with the possibility of extension subject to performance and budget availability

Background

The Ministry of Health (MOH), through its Pharmaceutical and Medical Device Lead Executive Office (PMD LEO), supports the strengthening of medical device management to improve the availability, safety, functionality, and appropriate utilization of medical devices in health facilities.

Effective medical device management requires systematic oversight throughout the equipment life cycle, including planning, procurement, delivery, site readiness, installation, commissioning, acceptance, training, warranty management, utilization, maintenance, performance monitoring, and eventual replacement or disposal.

In this context, the MOH seeks to recruit a highly experienced Senior Medical Device Management Coordinator to provide technical leadership, coordination, and support for medical device management activities, including implementation and monitoring of medical device-related activities under the relevant World Bank-supported project. The Expert will work closely with Regional Health Bureaus (RHBs), health facilities, the Ethiopian Pharmaceutical Supply Service (EPSS), development partners, and other relevant stakeholders.

 Purpose of the Position

The purpose of this position is to provide senior-level technical expertise, leadership, and support to the Ministry of Health (MOH) Pharmaceutical and Medical Device Lead Executive Office (LEO) in the effective management and implementation of medical devices. The Senior Medical Device Management Expert will coordinate and liaise with relevant stakeholders to ensure the efficient, safe, quality-assured, and compliant management of medical devices throughout their lifecycle, from procurement, delivery, and site readiness through installation, commissioning, training, maintenance, follow-up, and operationalization at health facilities.

The Expert will further ensure that medical devices are acquired, installed, tested, commissioned, accepted, safely operated, and maintained in accordance with manufacturer specifications and national requirements, while strengthening coordination mechanisms and accountability frameworks to maximize the functionality, utilization, and sustainability of medical devices within the healthcare system

Key Responsibilities and Duties

The Senior Medical Device Management Coordinator will:

  • Oversee all aspects of medical device acquisition, delivery to beneficiary health facilities, site readiness, installation, commissioning, acceptance, capacity building, and overall management.
  • Support site assessments, readiness, installation, testing, commissioning, training, warranty management, operationalization, and utilization of medical devices.
  • Follow up on medical device installation at health facilities, ensuring compliance with manufacturer specifications and relevant standards.
  • Oversee acceptance testing of installed devices to verify proper function and adherence to performance standards. Develop and implement acceptance testing protocols.
  •  Develop and deliver training programs for RHB and health facility staff on medical device management, maintenance, and safe use.
  • Support to ensure device quality and safety throughout their lifecycle.
  •  Monitor device performance and address issues promptly.
  • Maintain accurate records of all device-related activities (installation, commissioning, acceptance, maintenance, and disposal).
  • Prepare regular reports for the World Bank project and stakeholders, including MOH, EPSS, and development partners.
  • Manage relationships with all stakeholders (suppliers, contractors, health facilities, and government bodies).
  • Proactively identify and address challenges in medical device management. Develop and implement solutions.
  • Monitor the distribution plan and delivery of medical devices to healthcare facilities.
  • Provide technical assistance on contract administration and ensure compliance.
  • Monitor contract utilization and address challenges.
  • Prepare and generate periodic reports on installation, commissioning, acceptance, capacity building, and delivery progress.
  • Share reports with stakeholders accordingly.
  • Perform other related tasks assigned by the MOH/PMD LEO.
  • Technical recommendations for resolving implementation and equipment management challenges.

Required Qualifications and Experience

Education

  • Minimum Bachelor of Science (BSc) in Biomedical Engineering from a recognized institution.

Professional Experience

  • Minimum of 12 years of relevant professional experience in biomedical engineering.
  • At least 5 years of demonstrated experience in senior-level leadership, management, coordination, or supervision of medical device management activities.

Core Competencies:

  • Strong knowledge of medical device management installation, commissioning, calibration, and acceptance.
  • Experienced in medical equipment training and document development.
  • Effective communication and interpersonal skills; ability to collaborate across diverse teams.
  • Proven ability to prioritize tasks, manage multiple projects, and work under tight deadlines.
  • Excellent analytical and problem-solving skills; ability to make sound decisions.
  • Strong organizational and time management skills.
  • Ability to proactively follow up on all procurement activities.
  • Ability to work cooperatively with teams and individuals.
  • Proficiency in MS Office, Google Sheets, and other data analysis tool etc.

Language Requirement

  • Excellent command of spoken and written English is required.
