Position: Cash & Market Specialist 3
Role Purpose: The Cash & Market Specialist designs, plans, implements, and monitors cash‑transfer and market‑analysis programmes within the Economic Security (EcoSec) Unit in Ethiopia. The role ensures effective project design, beneficiary database management, financial forecasting, and monitoring of humanitarian cash transfer programming.
Key Responsibilities
Conduct situation analysis and needs assessments for cash transfer programs. Maintain beneficiary databases and issue verification/payment lists. Monitor prices and conduct response analysis of cash interventions. Ensure implementation of cash transfer programs within objectives, timeframe, and budget. Produce demographic and financial reports for quarterly and annual planning. Coach and train EcoSec Field Officers and partners in cash programming. Represent ICRC in technical forums and liaise with authorities and humanitarian actors.
Qualifications & Experience
Education: MA/BA in Economics, Business Administration, Social Science, Development Studies, Project Management, or related fields. CVA certifications are an advantage. Experience: 3–6 years for Master’s degree holders. 6+ years for Bachelor’s degree holders. Extensive field experience in humanitarian cash transfer programming (CTP). Prior experience with international organizations is an advantage. Skills: Strong command of English and Amharic. Computer proficiency and database management skills. Experience in project monitoring, evaluation, and reporting. Leadership and coaching abilities.
