The Danish Refugee Council (DRC) is a humanitarian organization working to protect, advocate for, and support refugees, internally displaced people, and other displacement-affected communities. DRC has worked since 1956 and operates internationally in support of people affected by displacement.
Job Summary
The Finance & HR Officer is responsible for managing field-level finance and HR support functions, ensuring compliance with DRC policies and procedures, and supporting internal controls and accountability. The position also supports the AfD-funded H.E.R. (Hope, Empowerment, and Resilience) project and long-term operations in the Benishangul Gumz Region.
Key Responsibilities
Finance
Process payments for vendors, staff, and casual workers accurately and on time in accordance with DRC and donor requirements. Maintain daily and monthly cash books. Conduct regular bank reconciliations and oversee cash counts. Process and reconcile staff advances and ensure timely clearance with appropriate documentation. Ensure payments are correctly coded and recorded in DYN, DRC's ERP system. Assist with monthly financial reporting and internal and external audits. Ensure tax, pension, and other statutory deductions are correctly calculated and paid on time. Maintain organized and auditable financial records in both hard and electronic formats.
Human Resources
Support field-level recruitment activities, including posting, screening, interviewing, and onboarding. Maintain accurate employee records and track leave and contract documentation. Support monthly payroll inputs using updated leave balances and timesheets. Coordinate staff inductions and orientations. Ensure compliance with HR policies. Verify staff registration with the government pension scheme and possession of ID cards. Follow up on HR-related correspondence and documentation with the Country Office HR team.
Requirements
Education
Bachelor's degree in Accounting, Business Administration, Human Resources, or a related field.
Experience
At least 3 years of relevant experience in finance and HR roles, preferably within an NGO or similar organization. Experience with HR practices and staff coordination is preferred.
Technical Skills
Strong understanding of accounting principles and financial regulations. Familiarity with ERP systems such as DYN. Advanced Microsoft Office skills, particularly Excel. Good knowledge of Ethiopian labor laws and administrative procedures. Strong organizational and interpersonal skills. Ability to manage multiple tasks under pressure.
Languages
Fluent spoken and written English. Somali and Afaan Oromo proficiency is preferred.
