Compassion International (ETH) is seeking a Sourcing Specialist III to lead project procurement and sourcing activities for US government-funded implementation in Ethiopia.

Sourcing Specialist III

Position Summary
The Sourcing Specialist III leads project procurement and sourcing activities to ensure the timely, competitive, transparent, and compliant acquisition of goods and services required for US government-funded implementation.
Key Responsibilities
Procurement Planning – 25%
Develop and maintain the project procurement plan. Translate project workplans and budgets into procurement requirements. Coordinate procurement forecasting with technical and finance teams. Ensure timely procurement for hub, spoke, and community activities.
Sourcing and Procurement – 30%
Conduct compliant sourcing and solicitation processes. Prepare RFQs, RFPs, and procurement documentation. Conduct market research and identify potential suppliers. Facilitate competitive procurement processes. Evaluate supplier offers according to approved procedures. Maintain transparent and complete procurement records.
Contract and Supplier Management – 20%
Support contract negotiation and supplier selection. Monitor supplier performance and delivery timelines. Maintain supplier databases and performance records. Ensure goods and services meet agreed specifications.
Compliance and Risk Management – 15%
Ensure compliance with US government procurement requirements and Compassion International Ethiopia policies. Maintain complete procurement files. Identify procurement risks, conflicts of interest, and potential fraud. Support procurement audits and reviews.
Logistics Coordination – 10%
Coordinate with programme, finance, business support, and logistics teams on delivery and distribution. Track project assets and equipment. Support inventory and asset management activities.
Qualifications and Experience
Bachelor’s degree in Procurement, Supply Chain Management, Business Administration, Logistics, or a related field . Minimum 5 years of procurement or sourcing experience . Experience with donor-funded procurement. US government procurement experience is preferred. Strong knowledge of competitive procurement and contract management. CIPS or an equivalent professional certification is an advantage. Strong negotiation, analytical, and vendor-management skills.
