Cash & Livelihood Technical Lead

Open Position: 1 Contract Duration: May 31, 2027DEPENDING ON AVAILABILITY OF FUNDINGJOB SUMMARYThe Cash and Livelihood Technical Lead provides strategic and technical leadership in the design, implementation, and continuous improvement of cash and livelihood programs. The role leads assessments, proposal development, and evidence-based program design to strengthen food security and resilient livelihoods for vulnerable populations. Working closely with government counterparts, partners, and internal teams, the Technical Lead ensures that interventions are informed by robust socio-economic analysis, quality data, and sector best practices. The position is responsible for developing technical guidance, strengthening program quality through monitoring, reporting, and documentation, building staff capacity, and promoting learning and accountability to achieve sustainable and impactful program outcomes.KEY RESPONSIBILITIES

• Provide strategic direction and technical oversight for the inclusion of livelihoods programming in the design, implementation, and evaluation of internally and externally funded humanitarian response projects.
• Lead surveys, assessments, and proposal development for internal funding and external grants supporting livelihood projects.
• Identify and assess people's needs, opportunities and capacities to utilize assets to generate livelihoods strategies leading to increased income or asset multiplication.
• Develop and maintain technical guidance tools and standards to ensure quality program delivery, monitoring, lessons learned and best practices during the project cycle.
• Collect, analyze, and present primary and secondary data related to livelihoods within the intervention area.
• Collaborate with government institutions and other stakeholders, representing SP in coordination forums and meetings.
• Assess socio-economic vulnerabilities to ensure effective targeting of the most vulnerable populations.
• Prepare area profiles and socio-economic maps based on primary and secondary information in order to inform program planning and implementation.
• Collect, analyze, and maintain baseline data to support intervention design, monitoring, and evaluation together with the M&E team
• Prepare comprehensive work plans and technical reports, including weekly, monthly, semi-annual, annual, final, baseline, and post-intervention reports.
• Document best practices, lessons learned, and success stories that demonstrate project impact on target communities.
• Build the technical capacity of staff together with SP global Technical Advisors through coaching, mentoring and training including SP standard and donor indicators and other program management tools.
• Develop and maintain standard livelihood validation tools, beneficiary counting methodologies, and related program documentation.
• Carry out additional tasks and responsibilities with a generous and serving spirit for the benefit of Samaritan’s Purse.
• BA/BSc or MA/MSc degree in Social Science fields, International Development, Agriculture, Economics, Disaster risk management or related relevant field of studies
• 6 - 7 years of related experience and/or training; or equivalent combination of education and experience.
• Field level project management experience in livelihoods and/or development work preferred
• Proficiency in English and Amharic
• Knowledge of the regional language required
• Knowledge of any other national language is a plus

EDUCATION / EXPERIENCE NEEDED

• BA/BSc Degree in Agriculture, Livestock Production, Agricultural Economics, Horticulture, Economics or related fields;
• 3 – 4 years related experience, preferably in NGO

LANGUAGE

• Proficiency in English and Amharic
• Knowledge of the regional language required
• Knowledge of any other national language is a plus
